RESOLUTION
Requesting the County Continue to Require Amendments to Chapter 10 of the
Olmsted County General Land Use Plan be Consistent with the Applicable City’s
Land Use Plan.
WHEREAS, On April 2, 2018, the Rochester City Council adopted the Planning 2 Succeed:
Rochester Comprehensive Plan 2040 (P2S 2040); and
WHEREAS, the adoption of the P2S 2040 recognized a Growth Management Strategy for
the City of Rochester by identifying which areas will potentially be affected by future edge
growth; and
WHEREAS, the growth management map identifies both developed as well as fringe
suburban and agricultural areas that could accommodate urban development over the next
30 to 50 years, predicated on the provision of services such as sanitary sewer and water
systems, storm sewer systems, upgraded transportation system, parks, and other utilities in
these areas; and
WHEREAS, the Common Council of the City of Rochester by the enactment of Resolution
255-21 on November 16, 2021, duly adopted an Update to the "Growth Management Map"
of the P2S 2040 Comprehensive Plan; and
WHEREAS, the Olmsted County Board of Commissioners by the enactment of Resolution
22-117 on August 16, 2022, duly adopted an update to the Olmsted County General Land
Use Plan; and
WHEREAS, Chapter 10 of the Olmsted County General Land Use Plan states changes to
the Urban Service Area should be consistent with the applicable city’s Land Use Plan; and
WHEREAS, Chapter 11.6 of the Olmsted County General Land Use Plan requires
amendments to the Urban Service Area provide a Resolution and Findings of Support from
applicable cities.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester
that the Council adopt the Memorandum (attachment A) urging the Olmsted County
Commissioners to recognize and uphold the importance of the current County policy
language that requires City approval before an amendment to City Urban Service Areas.
NOW, THEREFORE, BE IT RESOLVED That upon adoption the letter shall promptly me
transmitted to the Olmsted County Commission.
BE IT FURTHER RESOLVED that the Common Council acknowledges the necessity of a
continued collaborative relationship between Olmsted County and the City of Rochester.
BE IT FURTHER RESOLVED that the Common Council requests the Olmsted County
Commissioners recognize the importance of the current policy and uphold the amendment
requirements.
