HomeMy WebLinkAboutResolution No. 225--24 - Resolution - CDBG Funding With 5 Year Plan RESOLUTION Approving the 2025-2029 Consolidated Plan, 2025 Annual Action Plan and Impediments to Fair Housing Choice. WHEREAS, the City of Rochester, as an entitlement community, under the terms of the United States Department of Housing and Urban Development (HUD), participates in the Community Development Block Grant (CDBG) Program; and WHEREAS, Code of Federal Regulations Title 24 Housing and Urban Development Part 570 CDBG requires the preparation and adoption of a Five-Year Consolidated Plan, an Annual Action Plan, and an Analysis of Impediments to Fair Housing Choice; and WHEREAS, the City of Rochester has developed a proposal for the use of CDBG funds, and held a public hearing on September 23, 2024, and November 4, 2024, to obtain views of citizens on the proposed use of $672,000 in grant funding plus $100,000 in Program Income funds for the 2025 CDBG Program; and any additional program income received will be used to cover expenses generated in an existing CDBG Program or activity and not necessarily expenses related to the activity generating the income. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Rochester approves the following activities for funding from the Community Development Block Grant program and authorizes execution of subrecipient agreements on behalf of the City. Public Service Activities Funding Level ABC $8,750 Boys and Girls Club of Rochester $7,000 Catholic Charities $17,500 Damascus Way Re-entry Center $6,550 Family Promise Rochester $20,000 Hiawatha Homes $7,000 Jeremiah Program $14,000 The Landing MN $20,000 Administration Activities CDBG Program Administration $96,200 Affordable Housing Activities Single Family Rehab Loan Program $250,000 Rental Rehab Loan Program $150,000 Administrative Costs Associated with Rehab Programs $75,000 Public Infrastructure Activities Neighborhood ADA Pedestrian Ramps $100,000 Total $772,000 BE IT FURTHER RESOLVED that if there is an increase or decrease in the allocation amount for the 2025 CDBG fiscal year, the activities will be increased or decreased based on the Citizen Participation Plan. BE IT FURTHER RESOLVED, that the City Council approves the Five-Year Consolidated Plan, Annual Action Plan, and the Analysis of Impediments to Fair Housing Choice and authorizes the submittal to HUD. BE IT FURTHER RESOLVED that the City Council authorizes the Mayor to apply for 2025 Community Development Block Grant Funds and that the Mayor is authorized to execute on behalf of the City; the Application for Federal Assistance, Form SF424 submitted with the Annual Action Plan, the HUD Funding/Approval form and all Certifications and other documents required in connection therewith.
