HomeMy WebLinkAboutResolution No. 256-24 - Resolution - Requesting Reimbursements from the MN Office of The Secretary of State RESOLUTION Voting Operations, Technology, & Election Resources (VOTER) Account Agreement For the 2024 Election Cycle. WHEREAS, Minnesota Statute 5.305, Subd. 3 states the Office of the Secretary of State must distribute funds under this section no later than July 20 each year; and WHEREAS, Olmsted County must work with its local units of government to determine how the funds will be allocated within the county, and this will be done by December 31 of each year based on the agreement established in this resolution; and WHEREAS, Under Minnesota Statute 5.305, Subd. 5. Use of funds. A local unit of government may use the funds allocated pursuant to this section for the following purposes, provided the expenditures are directly related to election administration: equipment, hardware or software, cybersecurity, security-related infrastructure, capital improvements to government-owned property to improve access to polling places for individuals with disabilities, staff costs for election administrators, election judges, and other election officials, printing and publication, postage, programming, local match for state or federal funds, and any other purpose directly related to election administration; and WHEREAS, The City of Rochester is due to receive $21,698.86 from the Voting Operations, Technology, & Election Resources (VOTER) Account fund for the 2024 election cycle; and WHEREAS, Minnesota Statute 5.305, Subd. 6b states that each city and town receiving an allocation of funds under this section must provide the county auditor with the data necessary to submit this report no later than December 15 of each year. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that the City hereby disagrees to allow Olmsted County to annually retain all Voting Operations, Technology, & Election Resources (VOTER) Account funds received and instead will use the funds received to cover its election-related expenses. The City of Rochester understands this agreement may be revisited at any time by either entity before each annual disbursement.
