RESOLUTION
Adopting Airport Solar Array Parking and Electric Vehicle Charging Stations; Sewer
Infrastructure Improvements for Housing Opportunities; and Riverfront
Redevelopment as the City of Rochester’s Priorities for Capital Investment
(Bonding) Projects.
WHEREAS, Airport Solar Array Parking and Electric Vehicle Charging Stations would
provide uses of the airport with added ability to access the airport and electric vehicle
connections as well as aligning with the City’s sustainability goals around energy, and
WHEREAS, the Sewer Infrastructure Improvements for Housing Opportunities project
would directly create approximately 1,000 acres of residential and commercial/industrial
land, would lower infrastructure costs for housing, open several sewer bottlenecks, and
further regional housing and economic development priorities, and
WHEREAS, the Riverfront Redevelopment project would include re-use and revitalization
with public realm improvements for use by visitors and residents from the region; and
WHEREAS, the following projects emerged as important community and regional projects:
Airport Solar Array Parking and Electric Vehicle Charging Stations; Sewer Infrastructure
Improvements for Housing Opportunities; and Riverfront Redevelopment; and
WHEREAS, these projects will result in benefits to residents of the City of Rochester, non-
resident visitors and businesses, and the surrounding region as a whole; and
WHEREAS, the City of Rochester is an established regional center in Southeastern
Minnesota, containing the State's largest employer and hosting more than three million
visitors per year, and is a significant tax contributor to the State of Minnesota particularly
through sales, income, and provider tax revenues.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester
that the bonding priorities for 2025 are as follows: FIRST: Airport Solar Array Parking and
Electric Vehicle Charging Stations; SECOND: Sewer Infrastructure Improvements for
Housing Opportunities; THIRD: Riverfront Redevelopment.
NOW, THEREFORE, BE IT FINALLY RESOLVED, that staff submits the projects for
consideration by the legislature during the adoption of the City Council’s legislative
priorities.
