RESOLUTION
Adopting a Resolution Authorizing Support of Application to the Great Lakes
Environmental Justice Thriving Communities Grantmaking Program for Advancing
Indoor and Outdoor Air Quality Initiatives.
WHEREAS, the City of Rochester is committed to advancing environmental justice,
sustainability, and public health through equitable and innovative initiatives; and
WHEREAS, the Great Lakes Environmental Justice Thriving Communities Grantmaking
Program provides funding to support projects that address environmental and public health
challenges in underserved communities; and
WHEREAS, the City recognizes the need to expand its efforts to monitor and improve air
quality, both outdoor and indoor, to address environmental health disparities and promote
healthier living conditions for all residents; and
WHEREAS, this grant application will focus on the following key initiatives:
1. Expanding the existing Rochester Air Network by installing air quality sensors along
Bus Rapid Transit (BRT) corridors to monitor outdoor air pollutants and provide data
to inform policy and mitigation strategies;
2. Implementing a Healthy Homes and Energy Navigator program to support housing
weatherization, energy upgrades, and indoor air quality improvements, particularly in
economically distressed neighborhoods; and
3. Creating a Temporary Air Quality Technician position to manage project
implementation, analyze data, and engage with the community using grant funds;
and
WHEREAS, these initiatives align with the City’s sustainability and equity goals and will
enhance the quality of life for residents while addressing environmental justice priorities;
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester,
MN that the City:
1. Supports the sponsorship of an application for grant funds from the Great Lakes
Environmental Justice Thriving Communities Grantmaking Program to fund the
proposed initiatives: and,
2. Authorizes City staff to prepare and submit the grant application and provide
information as necessary to secure the funding.
