HomeMy WebLinkAboutResolution No. 030-25 (F19) - Resolution - Accepting Minnesota Public Facilities Authority Grant RESOLUTION Authorizing the Acceptance of the Minnesota Public Facilities Authority Grant and the Related Operating Costs and Access Fee. WHEREAS, the mission of Rochester Public Utilities supports a commitment to providing safe drinking water to customers in compliance with state and federal regulatory requirements for public water supply systems; and WHEREAS, the National Primary Drinking Water Regulations for Lead and Copper Improvements (LCRI) mandates public water supplies replace lead water services and certain galvanized water services no more than 10 years from the LCRI compliance date of November 1, 2027; and WHEREAS, program funding from the State of Minnesota Public Facilities Authority is currently available for public water supplies to begin proactively replacing lead and galvanized water services; and WHEREAS, water services connecting the water distribution system to private properties are privately owned and are not an asset of Rochester Public Utilities; and WHEREAS, the Public Utility Board has a goal to replace older water services constructed of lead and galvanized pipe materials within the next four years to the extent that sufficient state and federal funding is available for expenses associated with replacement of privately owned water services within the distribution system. NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Rochester, Minnesota, herby authorizes the Public Utility Board to accept the Minnesota Public Facilities Authority (MPFA) grant for lead and galvanized service line replacement, contingent upon receiving the grant, in alignment with the Resolution approved by the Public Utility Board on January 21, 2025 (Attachment A). BE IT FURTHER RESOLVED that the Common Council approves a multiyear budget amendment for (2025-2029) to fund a project of up to $26.7M and the related operating costs and associated access fee to the property owner for indirect costs not covered by the grant for improvements to customer owned property. This fee is expected to be $500 per residence or less, based on what expenses are reimbursed through the grant for indirect costs of the program. BE IT FURTHER RESOLVED that the Common Council approves the supplemental 2025 Water Utility multi-year project, access fee, and operating budget adjustments to include this project.
