HomeMy WebLinkAboutResolution No. 090-25 - Resolution - CD2025-008PLAT - Prairie Ridge Final Plat RESOLUTION Approving Final Plat No. CD2025-008PLAT, To Be Known as Prairie Ridge, for the Subdivision of 75.04 Acres Into 51 Single Family Lots, 250 Townhome Lots and 3 Parcels for Future Multi-Family Development, Located at the Southwest Corner of the Intersection of Valleyhigh Rd NW and 50th Ave NW. WHEREAS, West 80 Partners, LLC., has requested from the City of Rochester Final Plat approval for a subdivision to be known as Prairie Ridge. WHEREAS, the Final Plat proposes 51 single family lots, 250 townhome lots and 3 parcels for future multi-family development on 75.04 acres of land located at the th southwest corner of the intersection of Valleyhigh Rd. NW and 50 Ave. WHEREAS, the Council adopts the findings as described attached to the Community Development memo dated April 21, 2025, and finds the proposal meets the criteria in R.C.O § 60.500.040 (subd. H) Final Plat. WHEREAS, on April 21, 2025, the City of Rochester Common Council held a public hearing to consider a Final Plat application for the development, adopted the findings of fact, and approved the Final Plat subject to four conditions. NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester, at a public hearing duly noticed and held on April 21, 2025, the following plat of lands in Olmsted County, Minnesota is to be known and designated as follows: Outlot A, Valleyhigh Business Park, Olmsted County, Minnesota. AND The Southeast Quarter of the Southeast Quarter (SE 1/4 SE 1/4) of Section 19, Township 107 North, Range 14 West, Olmsted County, Minnesota. TO BE KNOWN as “Prairie Ridge”, by West 80 Partners, LLC., Applicant, is hereby approved, and all dedications of land or interests in land for public purposes as shown on said plat are hereby accepted, subject to the follow conditions: 1. Prior to the recordation of the Final Plat, the applicant shall meet their boulevard tree obligation through either direct payment to the City of Rochester Parks Department or through a Boulevard Tree Green Facilities Agreement. 2. Prior to the recordation of the Final Plat, the applicant shall applicant shall provide the Parks and Recreation Department payment as cash in-lieu of land for the required Parkland Dedication, in the amount of 7.34 acres, with cost per acre based on recent sales price of the two existing parcels. 3. Prior to the recordation of the Final Plat, Grading, Civil, and Stormwater Management Plans shall be finalized and approved by the Rochester Public Works Department and Rochester Public Utilities. 4. The Owner has requested preparation of a Development Agreement for the subject property. Prior to recording of the Final Plat, said Development Agreement shall be executed by the Owner and approved by the Rochester City Council. 5. Final Plat mylar shall be revised by removing the proposed Utility Easement running inside and parallel to the Water Main Utility Easement, located on Block 1, Lots 29 & 30, as provided by RPU Water.
