RESOLUTION
Approving Final Plat No. CD2025-010PLAT, To Be Known as Cassidy Farms
Second, a Subdivision Consisting of 10 Residential Lots on 3.29 acres, Located
Approximately 2,500 Feet North of the Existing Terminus of Stonehedge Dr NE.
WHEREAS, Meier Companies has requested from the City of Rochester Final Plat
approval for a subdivision to be known as Cassidy Farms Second.
WHEREAS, the Final Plat proposes 10 residential Lots on 3.29 acres of land located
approximately 2500 feet north of the existing terminus of Stonehedge Dr NE.
WHEREAS, the Council adopts the findings as described attached to the Community
Development memo dated April 21, 2025, and finds the proposal meets the criteria in
R.C.O § 60.500.040 (subd. H) Final Plat.
WHEREAS, on April 21, 2025, the City of Rochester Common Council held a public
hearing to consider a Final Plat application for the development, adopted the findings of
fact, and approved the Final Plat subject to five conditions.
NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester,
at a public hearing duly noticed and held on April 21, 2025, the following plat of lands in
Olmsted County, Minnesota is to be known and designated as follows:
Outlot D, CASSIDY FARMS FIRST, according to the plat thereof on file at the County
Recorder's Office, Olmsted County, Minnesota.
TO BE KNOWN as “Cassidy Farms Second”, by Meier Companies, Applicant, is hereby
approved, and all dedications of land or interests in land for public purposes as shown on
said plat are hereby accepted, subject to the follow conditions:
1. Prior to the recordation of the Final Plat, the applicant shall meet their boulevard
tree obligation through either direct payment to the City of Rochester Parks
Department or through a Boulevard Tree Green Facilities Agreement.
2. Prior to the recordation of the Final Plat, the applicant shall applicant shall provide
the Parks and Recreation Department payment as cash in-lieu of land for the
required Parkland Dedication, in the amount of 0.24 acres, with cost per acre
based on fair market value of the land.
3. Prior to recordation of a Final Plat, the applicant shall provide documentation of
payment to Olmsted County for Final Plat GIS fees as identified on the GIS Impact
Form.
4. City Approved Cassidy Farms First Final Plat must be recorded with the Olmsted
County Recorder prior to the recording of Cassidy Farms Second Final Plat.
5. A temporary turnaround and utility easement is required on Outlot B, Cassidy
Farms First for the turnaround to be located on that parcel, as well as for any
utilities that extend beyond the public right of way of Stonehedge Drive NE
