RESOLUTION
Approving Final Plat No. CD2025-009PLAT, To Be Known as Hadley Creek Estates
Fifth, a Subdivision Consisting of 57 Residential Lots and 5 Outlots on 17.53 acres,
Located Between 48th St NE and the West Terminus of Hadley Hills Dr NE.
WHEREAS, Farmland LLC. has requested from the City of Rochester Final Plat approval
for a subdivision to be known as Hadley Creek Estates Fifth.
WHEREAS, the Final Plat proposes 57 residential lots on 17.53 acres of land located
between 48th St NE and the west terminus of Hadley Hills Dr NE.
WHEREAS, the Council adopts the findings as described attached to the Community
Development memo dated April 21, 2025, and finds the proposal meets the criteria in
R.C.O § 60.500.040 (subd. H) Final Plat.
WHEREAS, on April 21, 2025, the City of Rochester Common Council held a public
hearing to consider a Final Plat application for the development, adopted the findings of
fact, and approved the Final Plat subject to five conditions.
NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester,
at a public hearing duly noticed and held on April 21, 2025, the following plat of lands in
Olmsted County, Minnesota is to be known and designated as follows:
That part of Outlots A, B and C, HADLEY CREEK OUTLOTS, according to the plat
thereof on file at the County Recorder’s Office, Olmsted County, Minnesota, that part of
Outlot D, HADLEY CREEK VILLAGE, according to the plat thereof on file at said County
Recorder’s Office, and that part of Hadley Hills Drive NE, as platted in HADLEY CREEK
ESTATES THIRD, according the plat thereof on file at said County Recorder’s Office,
described as follows:
Beginning at right-of-way corner B30, according to OLMSTED COUNTY
HIGHWAY RIGHT OF WAY PLAT NO. 200; thence on an assumed bearing of
North 00 degrees 31 minutes 01 second East along the northerly line of said
OLMSTED COUNTY HIGHWAY RIGHT OF WAY PLAT NO. 200 a distance of
32.70 feet to right-of-way corner B29; thence North 89 degrees 27 minutes 59

south, having a radius of 3,876.72 feet, a central angle of 1 degree 02 minutes
07 seconds and a chord which bears North 87 degrees 38 minutes 03 seconds
West, to the point of beginning.
TO BE KNOWN as “Hadley Creek Estates Fifth”, by Farmland LLC., Applicant, is hereby
approved, and all dedications of land or interests in land for public purposes as shown on
said plat are hereby accepted, subject to the follow conditions:
1. Prior to recordation of the Final Plat, the applicant shall meet their boulevard tree
obligation and parkland dedication obligation.
2. Prior to recordation of the Final Plat, the applicant shall update the Final Plat exhibit
to the satisfaction of RPU-Electric and Olmsted County GIS.
3. Prior to recordation of the Final Plat, Olmsted County GIS fees shall be paid.
4. Prior to recordation of the Final Plat, a Floodplain Development Permit shall be
approved by Community Development.
5. Prior to recordation of the Final Plat, Grading, Civil, and Stormwater Management
Plans shall be approved by Rochester Public Works.
6. Prior to recordation of the Final Plat, the applicant shall provide Community
Development with an updated Shoreland Exhibit detailing the impervious surface
calculations for lots 1-4, 6-7, and 16-31 of Block 4.
7. Prior to recordation of the Final Plat, a temporary turnaround and utility easement
shall be dedicated at the end of Journey Lane NE, and for the utilities that extend
beyond the platted public right of way.
8. Prior to recordation of the Final Plat, a temporary utility easement shall be
dedicated at end of Expedition Lane NE for the utilities that extend beyond the
platted public right of way.
9. Prior to recordation of the Final Plat, a temporary drainage easement shall be
recorded over the stormwater pipe including the hundred year water level area
located on the property north of the proposed subdivision.
10. Concurrently with the recordation of the Final Plat, the applicant shall deed outlots
B, D, and E to the abutting private parcel lying outside of the subdivision.
11. Concurrently with the recordation of the Final Plat, the applicant shall dedicate
easements outside of the final plat boundary as described by RPU-Water.
12. Prior to the beginning of grading, temporary bridge construction will be
substantially completed.
