HomeMy WebLinkAboutResolution No. 130-25 - Resolution - CD2025-002CPA - Rochester Sports Recreation Complex Comp Plan Amendment RESOLUTION Approving Comprehensive Plan Amendment No. CD2025-002CPA, To Amend the Land Use Map On A 158.2 Acre Site, Amending The Land Use Classification Of 136.27 Acres From “Urban Reserve” To “Medium Density Residential”, 9.23 Acres Of “Urban Reserve” To “Commercial and Business Development” and 12.7 Acres Of “Industrial” To “Commercial and Business Development”, Located North of 48th St. SE, South of 40th St. SE, and East Of The East Terminus Of Orchid Rd.SE WHEREAS, the Common Council of the City of Rochester, by enactment of Resolution 147-18 on April 16, 2018, duly adopted a "LAND USE PLAN" as part of the P2S Comprehensive Plan for the City of Rochester, Minnesota, and environs; and WHEREAS, the Property Owner, City of Rochester, initiated an amendment to the Land Use Plan to change the land use designation on approximately 158.2 acres, located north of 48th St. SE, south of 40th St. SE, and east of the east terminus of Orchid Rd.SE, from “Urban Reserve” to “Medium Density Residential”, 9.23 acres of “Urban Reserve” to “Commercial and Business Development” and 12.7 acres of “Industrial” designated property to “Commercial and Business Development”. WHEREAS, the Community Development Department recommended the approval of the proposed amendment to the City’s “LAND USE PLAN;” and, WHEREAS, on May 14, 2025, the City of Rochester Planning and Zoning Commission, after published notice and public hearing, recommended approval of the proposed amendment to the City's "LAND USE PLAN;" and WHEREAS, on June 2, 2025, after published notice, the Common Council held a public hearing on the matter of the proposed amendment to said "LAND USE PLAN;" and WHEREAS, the Council determined that the application did satisfy all of the criteria applicable to amendments of Land Use Plans based upon the findings of fact proposed by the Community Development Team. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that the "LAND USE PLAN" as adopted on April 16, 2018, and as thereafter amended, is hereby further amended by changing the designation on 158.2 acres of property, per the “Exhibit Map” for Application No. CD2025-002CPA. BE IT FURTHER RESOLVED that a certified copy of this resolution shall be maintained in the office of the Community Development Department of the City of Rochester and shall be available for public inspection. BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to file a certified copy of this resolution in the office of the County Recorder in and for Olmsted County, Minnesota.
