HomeMy WebLinkAboutResolution No. 149-25 - Resolution - CD2025-018PLAT - Stonebrooke 6th 7th Major Land Subdivision RESOLUTION Approving Major Land Subdivision No. CD2025-018PLAT, To Be Known As Stonebrooke 6th & 7th Addition, A Project Consisting Of 83 Single-Family Residential Lots, 100 Townhome Lots, And Four Outlots On 62.5 Acres, Located East of Sunnydale Ln SE And South of CollegeView Dr SE. WHEREAS, Stonebrooke of Rochester, LLC, requested from the City of Rochester approval of a Major Land Subdivision to be known as Stonebrooke 6th and 7th Addition. WHEREAS, the Major Land Subdivision proposes 83 Single-Family Residential Lots, 100 Townhome Lots, and four outlots, on 62.5 acres of land located east of Sunndale Ln SE and South of CollegeView Dr SE. WHEREAS, the Council adopts the Planning Commission findings as described in the attached Community Development memo dated May 28, 2025, and finds the proposal meets the criteria in R.C.O § 60.500.040 (subd. G) Major Land Subdivision Permit. WHEREAS, on May 28, 2025, the City of Rochester Planning Commission reviewed the application and recommended approval subject to four conditions. WHEREAS, on June 16, 2025, the City of Rochester Common Council held a public hearing to consider this application and adopted the findings of fact and approved the application subject to four conditions. NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester that, based upon the above-stated findings of fact, the Applicant has shown by a preponderance of the evidence submitted at the public hearing that it has satisfied the above criteria subject to the imposition of the below-stated four conditions of approval. BE IT FURTHER RESOLVED, that the City approve Major Land Subdivision No. CD2025-019PLAT, requested by Stonebrooke of Rochester, LLC, subject to the conditions of approval shown below: CONDITIONS 1. Prior to the submission of a final plat, Civil Engineering Plans, Grading Plan & Stormwater Management Plan approval by Rochester Public Utilities and Rochester Public Works is required. 2. Prior to recordation of a final plat, the Owner's execution of a City-prepared updated agreement to Stonebrooke Supplemental Development Agreement #2, to address scheduling for the 40th Avenue SE extension, ownership of stormwater BMPs, BMP maintenance, and maintenance of the private lift station shall be required. 3. Prior to recording a Final Plat, the applicant shall either make a payment to the Rochester Park and Recreation Department for the City planting of the required boulevard trees, or the execution and recordation a Boulevard Tree Green Facilities agreement for the number of boulevard trees required by this subdivision. 4. Prior to Civil Engineering Plan submittal, the applicant shall submit an updated Major Land Subdivision Plat addressing: a. Required revisions identified in the Public Works Memo regarding street right-of-way widths and street pavement widths; b. Required revisions identified by Olmsted County LGU to adjust the lot lines around the delineated wetland located in “Outlot A” so the wetland is completely encompassed by the subject outlot.
