RESOLUTION
Approving Major Land Subdivision No. CD2025-025PLAT, To Be Known as
Savannah Rochester, For the Subdivision of 30.17 Acres Into 2 Blocks, With Each
Block Encompassing One Lot, Located at the Southeast Corner of the Intersection

of Badger Hills Dr. NW and 50 Ave. NW.
WHEREAS, SCS Rochester LLC., requested from the City of Rochester approval of a
Major Land Subdivision to be known as Savannah Rochester.
WHEREAS, the Major Land Subdivision proposes two lots on 30.17 acres of land located
th
at the Southeast corner of the intersection of Badger Hils Dr. NW and 50 Ave. NW.
WHEREAS, the Council adopts the Planning Commission findings as described in the
attached Community Development memo dated August 13, 2025, and finds the proposal
meets the criteria in R.C.O § 60.500.040 (subd. G) Major Land Subdivision Permit.
WHEREAS, on August 13, 2025, the City of Rochester Planning Commission reviewed
the application and recommended approval subject to two conditions.
WHEREAS, on September 8, 2025, the City of Rochester Common Council held a public
hearing to consider this application and adopted the findings of fact and approved the
application subject to conditions.
NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester
that, based upon the above-stated findings of fact, the Applicant has shown by a
preponderance of the evidence submitted at the public hearing that it has satisfied the above
criteria subject to the imposition of the below-stated two conditions of approval.
BE IT FURTHER RESOLVED, that the City approve Major Land Subdivision No.
CD2025-025PLAT, requested by SCS Rochester LLC., subject to the seven conditions
of approval shown below:
CONDITIONS
1. Prior to submission of a Final Plat, the applicant shall provide a revised Major Land
Subdivision that addresses the following items:
a. Removing of the two outlots located in Block 1 and Block 2.
b. Adjust and clearly identify the perimeter property lines and10 foot utility
easement lines to correctly reflect the final geometry of the ROW, parcels,
and easements at the Badger Hills DR NW intersections with Alpha Pkwy
NW and 50 Ave NW.
c. Identifying which public utility easements exist and which are proposed, with
existing easements being identified by the document recording number,
subject to RPU Electric approval.
d. The proposed final plat drawing shall be sent to, and reviewed by RPU
Electric, before the drawing is submitted with the revised Major Land
Subdivision application.
e. Adding directional NW label for Alpha Parkway NW and Labeling Worrall
Court NW road stubs as indicated by the GIS referral comment.
2. Prior to or concurrently with final plat submission the applicant shall provide
documentation demonstrating that Preliminary plat GIS impact fees have been
paid.
