WHEREAS, Noble Development LLC. has requested from the City of Rochester Final Plat approval for a subdivision to be known as Highland Hills Townhomes Second. WHEREAS, the Final Plat proposes 20 residential lots on 3.63 acres of land located on the South side of Queens Dr NW, approximately 250 feet east of 55th Ave NW. WHEREAS, the Council adopts the findings as described attached to the Community Development memo dated September 22, 2025, and finds the proposal meets the criteria in R.C.O § 60.500.040 (subd. H) Final Plat. WHEREAS, on September 22, 2025, the City of Rochester Common Council held a public hearing to consider a Final Plat application for the development, adopted the findings of fact, and approved the Final Plat subject to one condition. NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester, at a public hearing duly noticed and held on September 22, 2025, the following plat of lands in Olmsted County, Minnesota is to be known and designated as follows: Outtlot F, Ponds of Highland Hills, Olmsted County, Minnesota Containing 3.63 acres, more or less. TO BE KNOWN as “Highland Hills Townhomes Second”, by Noble Development LLC. Applicant, is hereby approved, and all dedications of land or interests in land for public purposes as shown on said plat are hereby accepted, subject to the follow conditions: 1. Prior to the recordation of the Final Plat, the applicant shall meet their boulevard tree obligation through either direct payment to the City of Rochester Parks Department or through a Boulevard Tree Green Facilities Agreement.
