RESOLUTION
Adopting an Electric Vehicle (EV) Charging Rates Policy for City-Owned Public
Chargers
WHEREAS, the City owns and operates public electric vehicle (EV) charging stations to
support transportation electrification and provide a reliable service to residents and visitors;
and
WHEREAS, it is in the public interest to establish a clear and consistent rate structure for
use of these chargers; and
WHEREAS, the City Council has determined that a per-kilowatt-hour (kWh) rate structure is
the most transparent and equitable method of charging users; and
WHEREAS, a per kWh rate structure and idle fee are included in the City’s Annual Fee
Schedule and will be implemented through that formal process; and
WHEREAS, the City Council directs staff to reevaluate EV charging rates annually as part
of the budget process, and adjust the rate and idle fee as necessary to reflect costs,
utilization, and program goals; and
BE IT RESOLVED that the Common Council of the City of Rochester hereby adopts the
EV Charging Rates Policy as set forth in this Resolution, with an implementation date of
January 1, 2026.
