RESOLUTION
Adopting the Air Quality Alliance Memorandum of Understanding
WHEREAS, the City of Rochester, Destination Medical Center Economic Development
Agency (DMC EDA), and Olmsted County have collaborated to establish the Air Quality
Alliance (AQA); and
WHEREAS, the purpose of the AQA is to monitor and provide access to accurate local air
quality data to inform decisions that improve public and environmental health; and
WHEREAS, the AQA builds upon the previous work of the Rochester Air Network and aims
to strengthen coordination among agencies collecting and communicating air quality
information; and
WHEREAS, the MOU establishes a two-year term (2026–2027) during which the Alliance
will implement annual work plans to advance community engagement, data transparency,
and healthy air quality outcomes.
BE IT RESOLVED by the Common Council of the City of Rochester that the Mayor is
authorized to execute the Air Quality Alliance Memorandum of Understanding on behalf of
the City of Rochester and that City staff are directed to implement the MOU in accordance
with its terms.
