RESOLUTION
Approving the Fiscal Year 2026 Community Development Block Grant Programs
WHEREAS, the City of Rochester, as an entitlement community, under the terms of the
United States Department of Housing and Urban Development (HUD), participates in the
Community Development Block Grant (CDBG) Program; and
WHEREAS, Code of Federal Regulations Title 24 Housing and Urban Development Part
570 CDBG requires the preparation and adoption of an annual Action Plan which serves
as the application for CDBG Entitlement funds allocation; and
WHEREAS, the City of Rochester has prepared a Fiscal Year 2026 Annual Action Plan,
which proposes how the entitlement grant funds will be expended to address the strategic
priorities identified in the City’s 2025-2029 Consolidated Plan; and
WHEREAS, a draft of the 2026 Annual Action Plan was available for public review from
Monday, September 22, 2025 through Monday, November 3, 2025, and the City Council
held public hearings on September 22, 2025 and November 3, 2025 on the AAP, and an

open house held on September 24 to obtain views of citizens on the proposed use of the
anticipated $676,000 in grant funding plus $150,000 in Program Income funds for the 2026
Fiscal Year CDBG Program. Any additional program income received above the anticipated
$150,000 will be allocated to the City’s Single Family Rehab Loan Program.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester
approves the following activities for funding from the Community Development Block Grant
program and authorizes and directs the Mayor and the City Clerk to execute subrecipient
agreements on behalf of the City.

Catholic Charities – Warming Center $25,000
Cronin Home $15,000
Children’s Dental Health Services $15,000
Family Service Rochester $19,750
Jeremiah Program $16,650
Channel One Food Bank $10,000
Administration Activities
CDBG Program Administration $75,000
Planning $75,000
Affordable Housing Activities
City’s Single Family Rehab Loan Program $250,000
City’s Rental Housing Rehab Loan Program $150,000
Smoke/carbon monoxide (CO) and standalone CO alarms $10,000
Administrative Costs Associated with Rehab Programs $64,600
Public Infrastructure Activities
Neighborhood ADA Pedestrian Ramps $100,000
Total $826,000
BE IT FURTHER RESOLVED that if there is an increase or decrease in the allocation
amount for the 2026 CDBG fiscal year, the activities will be increased or decreased based
on the Citizen Participation Plan.
BE IT FURTHER RESOLVED that the City Council authorizes the Mayor to apply for 2026
Community Development Block Grant Funds and that the Mayor is authorized to execute
on behalf of the City; the Application for Federal Assistance, Form SF424 submitted with the
Annual Action Plan, the HUD Funding/Approval form and all Certifications and other
documents required in connection therewith.
