131. BICYCLES
131.01. Scope. State laws governing bicycles and the provisions of this chapter shall
apply whenever a bicycle is operated upon any street, roadway, or public path.
131.02. Riding Restricted. Subdivision 1. No person shall ride a bicycle on any
street, sidewalk, roadway, public path or public property where signs have been erected
prohibiting bicycle riding.
Subd. 2. No person shall ride a bicycle upon a sidewalk within a business district.
For purposes of this subdivision, the term “business district” shall mean the area of the City
bounded by the following line: commencing at the center of the 4th Street bridge over Bear
Creek, thence northerly along the centerline of Bear Creek to the center of the intersection of
the Zumbro River, thence northerly along the centerline of the Zumbro River to Second
Street Northeast; thence westerly along the centerline of Second Street to its intersection
with Fourth Avenue Northwest; thence southerly along the centerline of Fourth Avenue to its
intersection with Sixth Street Southwest; thence easterly along the centerline (and
continuation thereof) to the centerline of the Zumbro River; thence northerly to the center of
the Fourth Street bridge over the Zumbro River; thence easterly along the centerline of
Fourth Street Southeast to the point of beginning.
Subd. 3. Except as prohibited by this section or state law, a person may ride a bicycle
on any street, sidewalk, roadway, public path, or public property. (4315, 7/17/17)
131.03. Emerging Bicycle. The operator of a bicycle emerging from an alley, driveway,
or building, shall upon approaching a sidewalk or the sidewalk area extended across any
alleyway, yield the right-of-way to all pedestrians approaching on the sidewalk or sidewalk
area extended, and upon entering the roadway shall yield the right-of-way to all approaching
vehicles.
131.04. Unclaimed Bicycles. Section Repealed by Ordinance #3097 - 6/3/97. (See
Chapter 145)
131.05. Penalty. A violation of this chapter is a petty misdemeanor. (3741, 11/21/05)
