140. FLUORIDATION OF WATER
140.01. Public Water to be Fluoridated. The Olmsted County Board of Health and the
public utility board shall procure the necessary equipment and chemicals to adjust the fluoride
ion concentration of the public water supply so as to produce and maintain throughout the
system a total fluoride ion concentration, including the fluoride naturally present, of not less
than one part nor more than one and one-half parts per million parts of water.
140.02. Procedure. The necessary equipment and chemicals to adjust the fluoride
content of the water supply shall be procured by the public utility board from the water
department fund, subject to the prior approval of the Olmsted County Board of Health with
respect to technical proficiency and acceptability of equipment, and reliability and purity of
fluoride compounds.
140.03. Supervision. The aforesaid equipment shall be installed, operated and
maintained, and the fluoride compounds handled and introduced into the water supply by the
public utility board through its water department under the supervision and control of the
Olmsted County Board of Health.
140.04. Daily Records. The public utility board shall cause a daily record to be kept for
each well house and the main station, in which shall be recorded the amount of chemical
used, the total water pumped and the time during which the pump and fluoridator have been
in operation. The superintendent of the water department shall notify the health officer
forthwith in the event application of fluoride compounds is completely or partially interrupted or
discontinued.
140.05. Testing of Water. The Olmsted County Board of Health shall, as a part of its
general supervision and control, cause the public water supply to be tested by the health
officer or other qualified health department personnel at such locations and with such
frequency as it deems necessary to determine that the fluoride ion concentration of the public
water supply is being maintained at the level specified. The cost of such tests shall be born
by the health department.
140.06. Guidance of State Health Department. In procuring, installing, and
maintaining the necessary equipment to add fluorides to the water supply, in purchasing,
handling and adding fluoride compounds, and in testing the water supply for fluoride content,
the Olmsted County Board of Health and the public utility board shall at all times be guided by
the rules, regulations and recommendations promulgated by the Minnesota department of
health.
