HomeMy WebLinkAboutResolution No. 278-25 - Resolution - O2025-001LUPA Adler Meadows RESOLUTION Opposing a request to support a Land Use Plan Amendment application through Olmsted County by Adler Meadows, LLC., to remove approximately 140 acres from the City of Rochester’s Urban Service Area. WHEREAS, On April 2, 2018, the Rochester City Council adopted the Planning 2 Succeed: Rochester Comprehensive Plan 2040 (P2S 2040); and WHEREAS, the adoption of the P2S 2040 recognized a Growth Management Strategy for the City of Rochester by identifying which areas will potentially be affected by future edge growth; and WHEREAS, the growth management map identifies both developed as well as fringe suburban and agricultural areas that could accommodate urban development over the next 30 to 50 years, predicated on the provision of services such as sanitary sewer and water systems, storm sewer systems, upgraded transportation system, parks, and other utilities in these areas; and WHEREAS, the Urban Service Area boundary is established to ensure orderly, fiscally responsible growth by coordinating land use with the planned extension of municipal water and sanitary sewer services; WHEREAS, the Common Council of the City of Rochester by the enactment of Resolution 255-21 on November 16, 2021, duly adopted an Update to the "Growth Management Map" of the P2S 2040 Comprehensive Plan; and WHEREAS, Adler Meadows, LLC., applied for a Land Use Plan Amendment application through the Olmsted County Planning Department on October 2, 2025, to remove approximately 140 acres from the City of Rochester’s Urban Service Area; and WHEREAS, the applicant has not demonstrated sufficient justification that removal of the Property from the Urban Service Area is consistent with the Olmsted County General Land Use Plan; and WHEREAS, municipal infrastructure sizing, placement, and capital improvement planning rely on consistency in the Urban Service Area boundary to ensure efficient public investment and prevent fragmented development patterns; and WHEREAS, the City has already invested and sized downstream trunk sewer infrastructure to serve the Property; and WHEREAS, removing land from the Urban Service Area would undermine coordinated long-term infrastructure investment and increase future public and private service costs; and WHEREAS, the City supports Interim Development for the Property, which allows development to proceed on well and septic on a temporary basis while ensuring that subdivision design, roadway layout, and utility corridors are constructed to City standards to allow a cost-effective transition to municipal services once they become available. WHEREAS, Interim Development is consistent with the City’s long-range growth strategy, allowing development to proceed now while preserving efficient future connection to municipal services. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester that the request for a Land Use Plan Amendment through Olmsted County is not supported for the following described properties: The West Half of the Northwest Quarter (W-1/2 of NW-1/4) and that part of the West Half of the Southwest Quarter (W-1/2 of the SW-1/4) lying northwesterly of the center line of County Road No. 2 and that part of the Northeast Quarter of the Southwest Quarter (NE-1/4 of SW- 1/4) lying northwesterly of the center line of County Road No. 2, all in Section No. 21 in Township 107 North, Range No. 13, West. BE IT FURTHER RESOLVED that a certified copy of this resolution shall be maintained in the office of the Community Development Department of the City of Rochester and shall be available for public inspection. BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to file a certified copy of this resolution in the office of the County Recorder in and for Olmsted County, Minnesota.
