RESOLUTION
Adopting Special Services District Levy for 2026.
WHEREAS, the City of Rochester Common Council holds an annual public hearing to
impose the Special Service District levy for the upcoming year; and
WHEREAS, the Rochester Downtown Alliance Board approved an annual Special
Service District levy increase from year to year between 4% (minimum) and 8%
(maximum), dependent upon the annual growth rate of the tax capacity of contributing
properties within the geographic area of the Downtown Special Service District; and
WHEREAS, the Special Services District levy amount for 2025 was $394,256; and
WHEREAS, based upon the Special Services levy calculation formula, the 2026 overall
Special Service District levy would increase 4%, to an amount equal to $409,419.78; and
WHEREAS, the Rochester Downtown Alliance Board is recommending to the Rochester
Common Council to adopt a 4% overall Special Service District levy increase for 2026.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Rochester,
MN, that the Council adopts the 2026 Special Service District charges in the amount of
$409,419.78.
