OFFICIAL ACT
The Common Council of the City of Rochester, Minnesota hereby directs staff to refine
the Disconnected Parcels and Trail Gap GIS analysis by incorporating prioritization
criteria based on street classification, population density, and access to key destinations;
collaborate with the Pedestrian and Bicycle Advisory Committee and the Mode Shift
Coordinator to improve prioritization criteria; and present results and potential funding
strategies to City Council during a Study Session by Spring 2026.
