HomeMy WebLinkAboutCHAPTER 23 CHAPTER 23. PUBLIC WORKS ─────────────────────────────────────────────────────────────────── Updated 2014 23-1 23. PUBLIC WORKS 23.01. Department Created. There is hereby created a department of city government to be known as the department of public works. The department shall be under the supervision of the director of public works and shall be composed of such other personnel as the council may from time to time provide. 23.02. General Functions. The department of public works shall have the following functions and duties: (1) Conduct engineering studies and maintain all engineering records and documents of the city, and provide technical engineering advice and service to all city departments, divisions, offices, boards, commissions and agencies as directed by the council. (2) Design and inspect all city construction projects and review all engineering work done by consultants for the city to assure that the best interests of the city are met. (3) Conduct traffic studies, and based thereon, design, install and maintain all traffic signals, signs and devices. (4) Sweep, flush and keep all city streets and sidewalks free from snow, ice and debris. (5) Build, surface, rebuild, patch, stripe, and in any other way which may be required, maintain all city streets, alleys, sidewalks, curbs, gutters and public ways. (6) Build and maintain all sanitary and storm sewers. (7) Treat and dispose of all sewage collected through the city sewer system. (8) Operate and maintain a sanitary landfill site for the disposal of garbage, refuse and trash. CHAPTER 23. PUBLIC WORKS ─────────────────────────────────────────────────────────────────── Updated 2014 23-2 (9) Operate a public weigh station and dispense gasoline to all authorized vehicles. (10) Issue permits, conduct studies from time to time and perform such other duties and functions as the council may provide. 23.03. Director. The director of public works shall be the administrative head of the department of public works. The director shall be appointed by the council upon recommendation of the city administrator. The director may be designated as the ex officio city engineer. The duties and responsibilities of the director under the direction of the council shall be as follows: (1) Organize the department of public works and command, coordinate and control all the assigned functions and duties of the department. (2) Be the chief fiscal planner for the department. (3) Undertake long-range planning and programming of public services. (4) Carry out such other duties and functions as the council may from time to time provide. (1664, 8/8/72; 2923, 1/3/94)
