24. RECREATION PROGRAM
24.01. Recreation Under Park Board. Subdivision 1. The park board is assigned the
function and responsibility of developing and administering the recreation program and
activities of the city. In performing this function and responsibility, the park board shall have
the powers and duties set forth in this section.
Subd. 2. The board may develop, organize, promote and administer a comprehensive,
coordinated public recreation program for the city. For the purposes of this chapter the term
"recreation" shall be construed in its broadest sense and shall include both physical and
mental recreational activities of all types and for all age groups and courses of instruction
therein.
Subd. 3. The board may arrange with the board of education of school district 596
and the County of Olmsted and other public and semi-public authorities and private persons,
for the use of their facilities in connection with the recreation program.
Subd. 4. The board may negotiate, develop and recommend to the council for
execution, cooperative agreements and contracts with other public and semi-public authorities
and private persons which will promote and enhance the recreation program or provide for the
furnishing of facilities or the rendering of service in connection with the recreation program.
Subd. 5. The board may accept gifts and bequests for the benefit of the recreation
program.
Subd. 6. The board may incur obligations for commodities and services to the extent
authorized in its budget by the council.
Subd. 7. The board may establish such positions and employ such personnel as it
deems necessary, within the means provided in its budget, to carry on the recreation program
and activities.
24.02. Recreation Board Abolished. The recreation board of the city and the position
of recreation director are abolished and all assets, funds, rights and obligations of the
recreation department are transferred to the park department of the city.
