Pursuant to the provisions of the Charter of the City of Rochester, and based upon the official certified United States 2010 Decennial Census of the City of Rochester, the boundaries of the various wards of the City are hereby determined and established as follows in this Chapter. 26.02. First Ward. Ward 1 encompasses all parts of the City of Rochester south of the following described line: Beginning at the western City limits on Salem Road SW; thence north and east along the City limits to West Circ le Drive SW; thence south along West Circle Drive SW to its intersection with Salem Road SW; thence east along Salem Road SW to its intersection with 12 th Street SW; thence east along 12th Street SW to its intersection with South Broadway; thence east alon g 12th Street SE to 11th Avenue SE; thence south along 11th Avenue SE to its crossing of Willow Creek; thence northeasterly along Willow Creek to its confluence with Bear Creek; thence easterly (upstream) along Bear Creek to its intersection with the boundary between Legislative Districts 26A and 26B; thence north and east along the boundary between Legislative Districts 26A and 26B to Marion Road SE; then southeasterly along Marion Road SE to the City limits. Future annexations of territory now in Rochester Township; in Marion Township south of Marion Road SE; and in High Forest Township will be added to Ward 1 . 26.03. Second Ward. Ward 2 is comprised of all parts of the City of Rochester encompassed by the following described line: Beginning at the in tersection of 12th Street SW and South Broadway, thence west along 12 th Street SW to its intersection with Salem Road SW; thence west along Salem Road SW to its intersection with West Circle Drive SW; thence north along West Circle Drive SW to its intersection with the City limits line (north of the intersection of West Circle Drive SW and Historic Hills Drive SW); thence along the westernmost City limits line to its intersection with 19 th Street NW, thence east along 19th Street NW to its intersection with West Circle Drive NW; thence south along West Circle Drive NW to its intersection with Trunk Highway 14; thence east along TH 14 to its intersection with TH 52; thence south along TH 52 to its intersection with 4 th Street NW, extended; thence east along 4th Street NW to its intersection with 16th Avenue NW; thence northerly along 16th Avenue NW to its crossing of Cascade Creek; thence east along Cascade Creek to the Civic Center Drive NW crossing; thence east along Civic Center Drive NW to its intersection with 6th Avenue NW; thence south along 6th Avenue NW to West Center Street; thence south along 6th Avenue SW to its intersection with 6th Street SW; thence east along 6th Street SW to its intersection with South Broadway; thence south along South Broadway to the point of beginning. CHAPTER 26. WARD BOUNDARIES ──────────────────────────────────────────────────────────────── Updated 2014 26-2 Future annexations of territory now in Cascade Township south of 19th Street NW will be added to Ward 2. 26.04. Third Ward. Ward 3 encompasses all parts of the City of Rochester north and west of the following described line: Beginning at the westernmost City limits boundary along 19th Street NW, thence east along 19th Street NW to its intersection with West Circle Drive NW; thence north along West Circle Drive NW to is intersection with 41 st Street NW; thence east along 41st Street NW to its intersection with 22nd Avenue NW; thence north along 22nd Avenue NW to its intersection with 42nd Street NW, thence east along 42nd Street NW to its intersection with 19 th Avenue NW, thence north along 19th Avenue NW to its intersection with 43rd Street NW; thence east along 43rd Street NW to its intersection with 18th Avenue NW; thence north along 18th Avenue NW to the northernmost City limits (at Overland Drive NW ). Future annexations of territory in Cascade Township west of 18th Avenue NW and north of 19th Street NW will be added to Ward 3. 26.05. Fourth Ward. Ward 4 is comprised of all parts of the City of Rochester encompassed by the following described line: Beginning at the intersection of the east City limits with Marion Road SE; thence north along Marion Road SE to its intersection wi th the boundary between Legislative Districts 26A and 26B north of 24 th Avenue SE; thence west along the boundary between Legislative Districts 26A and 26B to its intersection with Bear Creek; thence southwesterly (downstream) along Bear Creek to its confl uence with Willow Creek; thence southwesterly (upstream) along Willow Creek to the 11th Avenue SE crossing; thence northerly along 11th Avenue SE to its intersection with 12th Street SE; thence west along 12th Street SE to its intersection with South Broadway; thence north along South Broadway to its intersection with 6 th Street SW; thence west along 6th Street SW to its intersection with 6th Avenue SW; thence north along 6th Avenue SW to its intersection with West Center Street; thence north along 6 th Avenue NW to its intersection with Civic Center Drive NW; thence easterly along Civic Center Drive NW to its intersection with North Broadway; thence east along Civic Center Drive NE to its intersection with West Silver Lake Drive NE; thence east along 2nd Street NE, extended, to the Zumbro River; thence north along the Zumbro River to its confluence with Silver Creek; thence easterly (upstream) along Silver Creek to the DM&E Railroad crossing; thence east along the DM&E Railroad to the east City limits. Future annexations of territory in Haverhill Township south of the DM&E Railroad and in Marion Township north of Marion Road SE will be added to Ward 4. CHAPTER 26. Ward 5 is comprised of all parts of the City of Rochester encompassed by the following described line: Beginning at the east City limits line along the DM&E Railroad, thence west along the DM&E Railroad to its crossing of Silver Creek; thence westerly (downstream) along Silver Creek to its confluence with the Zumbro River; thence south (upstream) along the Zumbro River to 2nd Street NE, extended; thence west along 2 nd Street NE to its intersection with West Silver Lake Drive NE; thence westerly along Civic Center Drive NE to its intersection with north Broadway; thence westerly along Civic Ce nter Drive NW to its crossing of Cascade Creek; thence westerly (upstream) along Cascade Creek to the 16th Avenue NW crossing; thence southwesterly along 16th Avenue NW to its intersection with 4th Street NW; thence west along 4th Street NW, extended, to its intersection with Trunk Highway 52; thence north along TH 52 to its intersection with 19 th Street NW; thence easterly along the power line extending from 19 th Street NW, extended, to the intersection of 19th Street NW with Viking Drive, NW; thence northeasterly along Viking Drive NW to its intersection with Elton Hills Drive NW; thence southeasterly along Elton Hills Drive NW to the Zumbro River crossing; thence northerly along the Zumbro River to the northernmost City limits. Future annexations of territory now in Haverhill Township north of the DM&E Railroad and now in Cascade Township east of the Zumbro River will be added to Ward 5. (4064, 5/7/12) 26.07. Sixth Ward. Ward 6 is comprised of all parts of the City of Rochester encompassed by the following described line: Beginning at the northernmost City limits line along the Zumbro River, thence southerly along the Zumbro River to the Elton Hills Drive NW crossing; thence northwesterly along Elton Hills Drive NW to its inters ection with Viking Drive NW; thence southwesterly along Viking Drive NW to its intersection with 19 th Street NW; thence westerly along 19th Street NW, extended, to its intersection with Trunk Highway 52; thence south along TH 52 to its intersection with Tr unk Highway 14; thence westerly along TH 14 to its intersection with West Circle Drive NW; thence northerly along West Circle Drive NW to its intersection with 41st Street NW; thence east along 41st Street NW to its intersection with 22nd Avenue NW; thence north along 22nd Avenue NW to its intersection with 43rd Street NW; thence east along 43rd Street NW to its intersection with 18th Avenue NW; thence north along 18th Avenue NW to the northernmost City limits.
