RESOLUTION
Amending the 2025 Water Utility Budget Due to Water Main Oversizing Expense.
WHEREAS, City engineering standards provide reimbursement to developers for the
incremental cost of installing water mains larger than eight inches in diameter that provide
additional capacity to the overall water distribution system, and
WHEREAS, land development activity in 2025 has resulted in an increase in the
expansion of the water system and expenses related to water main oversizing
reimbursement expense; and
WHEREAS, the Public Utility Board of the City of Rochester has recommended a 2025
budget amendment for the water utility to convert water main oversizing reimbursement
costs to the water connection charge fund to avoid upward rate pressure on existing
customers.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester
that an amendment to the 2025 budget is authorized to convert water main oversizing
reimbursement costs up to $1,075,000 from a water utility capital expense to a water
connection charge expense for fiscal year 2025.
