RESOLUTION
Authorizing the Energy Efficiency and Conservation Block Grant Agreement with
First Homes to support the installation of air source heat pumps at Center Street
Village Apartments.
WHEREAS, the City of Rochester was awarded Energy Efficiency and Conservation Block
Grant (EECBG) funding from the U.S. Department of Energy in 2024 to support local energy
efficiency and emission-reduction initiatives; and
WHEREAS, the City’s approved EECBG plan includes a partnership with First Homes to
implement energy efficiency upgrades at Center Street Village Apartments, an income-
qualified multifamily housing development; and
WHEREAS, the proposed Agreement allocates $60,175 in EECBG funds to First Homes for
the installation of high-efficiency air source heat pumps in two apartment units, replacing
outdated electric baseboard heating and window or wall air-conditioning units; and
WHEREAS, First Homes will contribute additional funds for related weatherization and
performance improvements, and the project will track energy performance outcomes to
inform future multifamily energy upgrades; and
WHEREAS, the project advances the City’s environmental, housing, and equity priorities by
improving energy efficiency, reducing greenhouse gas emissions, and enhancing comfort
for income-qualified residents; and
WHEREAS, the Community Energy Fellow position supporting this work is funded through
the U.S. Department of Energy, and all project administration will be managed within existing
Sustainability Division work plans; and
BE IT RESOLVED that the Common Council of the City of Rochester hereby authorizes
the Energy Efficiency and Conservation Block Grant Agreement with First Homes to
support the installation of air source heat pumps at Center Street Village Apartments and
approves the allocation of $60,175 in EECBG funds for this purpose.
