HomeMy WebLinkAboutResolution No. 016-26 - Resolution - CD2025-041PLAT Prairie Oaks RESOLUTION Approving Major Land Subdivision No. CD2025-041PLAT, To Be Known as Prairie Oaks, For the Subdivision of 15 Acres Into 37 Lots and 2 Outlots, Located West of th the Intersection of Highway 63 and 60 St SW. WHEREAS, Oak Grove RST LLC., requested from the City of Rochester approval of a Major Land Subdivision to be known as Prairie Oaks. WHEREAS, the Major Land Subdivision proposes 37 lots and 2 outlots on 15 acres of land located west of the intersection of Highway 63 and 60th St SW. WHEREAS, the Council adopts the Planning Commission findings as described in the attached Community Development memo dated December 10, 2025, and finds the proposal meets the criteria in R.C.O § 60.500.040 (subd. G) Major Land Subdivision Permit. WHEREAS, on December 10, 2025, the City of Rochester Planning Commission reviewed the application and recommended approval subject to two conditions. WHEREAS, on January 5, 2026, the City of Rochester Common Council held a public hearing to consider this application and adopted the findings of fact and approved the application subject to conditions. NOW, THEREFORE IT BE RESOLVED by the Common Council of the City of Rochester that, based upon the above-stated findings of fact, the Applicant has shown by a preponderance of the evidence submitted at the public hearing that it has satisfied the above criteria subject to the imposition of the below-stated nine conditions of approval. BE IT FURTHER RESOLVED, that the City approve Major Land Subdivision No. CD2025-041PLAT, requested by Oak Grove RST LLC., subject to the nine conditions of approval shown below: CONDITIONS 1. Prior to the Final Plat submittal, the associated General Development Plan (CD2025-005GDP) will be approved. 2. Prior to the Final Plat submittal, the associated Zone Change (CD2025-006ZC) will be approved. 3. Prior to Final Plat submittal, Stormwater Management, Civil, and Grading Plans shall be approved. 4. Prior to the Final Plat submittal, a City-prepared Development Agreement must be approved. 5. Prior to the Final Plat submittal, Olmsted County GIS and Addressing comments shall be addressed. 6. Prior to the Final Plat submittal, RPU Water comments shall be addressed. 7. Prior to the Final Plat submittal, Rochester Fire Department comments shall be addressed. 8. Prior to the Recordation of the Final Plat, the applicant shall meet their parkland dedication obligation. 9. Prior to the Recordation of the Final Plat, the applicant shall provide a revised plat exhibit to include the street names, to the satisfaction of Olmsted County GIS and Addressing.
