All houses and buildings on all streets and avenues in the city, running north and south and lying south of Center Street shall be numbered, commencing at Center Street and extending south, in the following manner: The houses and buildings in the blocks adjoining Center Street on the south, shall be numbered with numbers beginning with one at Center Street, and the houses and buildings in the block south of and adjoining First Street shall be numbered from 100 commencing at First Street, and all houses and buildings in blocks to the south thereof to the city limits shall be numbered in like manner, allowing 100 numbers to each block. All houses and buildings on all streets and avenues running north and south and lying north of Center Street shall also be numbered in the same manner as herein before provided, commencing at Center Street and extending north to the city limits, allowing 100 numbers to each block and the lowest number being at the south side of each block. all houses and buildings on all streets and avenues running east and west and lying west of Broadway shall also be numbered in the same manner as hereinbefore provided, commencing at Broadway and extending west to the city limits, allowing 100 numbers to each block and the lowest number being at the east side of each block. All houses and buildings on all streets and avenues running east and west and lying east of Broadway shall also be numbered in the same manner as hereinbefore provided, commencing at Broadway and extending east to the city limits, allowing 100 numbers to each block and the lowest number to be on the west side of each block. 74.02. Size of Lots. Each 22 front feet or fractional part thereof shall be allowed a number, and in determining the number to be given to any house or building in the computation shall be made from the place of beginning, exclusive of alleys, in said blocks, and in case of a dispute as to the proper number to be assigned any house or building, the Rochester Olmsted Consolidated Planning Department, upon application of any person interested, shall determine and direct the number to be employed in numbering any house or building. The odd numbers shall be placed on all houses and buildings on the north side of all streets and avenues running east and west, and the even numbers on the south side thereof. HOUSE NUMBERING AND STREET SIGNS Updated 2014 74-2 be placed on all houses and buildings on the west side of all streets and avenues running north and south, and even numbers on the east side thereof.. 74.03. Owner's Responsibility. All owners and occupants of houses or buildings shall obtain from the Rochester Olmsted Consolidated Planning Department the correct number for their respective buildings and place or cause to be placed the correct number in a conspicuous position near or over the front entrance to their said houses or buildings, respectively, and said number shall be kept in said conspicuous position by owner or occupant. The owner or occupant of all houses or buildings, shall within 60 days after the erection thereof, obtain the correct number and place and keep the same in some conspicuous position near or over the front entrance thereof. 74.04. Street Signs. The council shall procure suitable signs giving the names of the streets and shall place said signs in some conspicuous position at or near the street corners or upon buildings located near such street corners, and any person who shall willfully tear down, deface or destroy any of such signs shall be guilty of a misdemeanor. 74.05. Special Signs. Impaired child signs will be provided through a permit process and in accordance with the provisions of this section. Subdivision 1. Blind Child, Deaf Child or Autistic Child special signs may be provided within the City streets rights-of-way. Subd. 2. The above special signs may only be installed pursuant to a revocable permit. Subd. 3. The City Clerk will administer the revocable sign process and maintain installation records. Subd. 4. A person seeking to have a special sign installed pursuant to this section must complete, sign and submit an “Impaired Child Signing Permit” form and provide the City with $50 to cover installation costs. The Council may waive the payment of this fee in cases of financial hardship. A person seeking a waiver of the fee must complete an application form and provide those supporting documents the applicant believes to be relevant to the Council’s hardship determination. Subd. 5. Twenty-four inch signs will be placed only on City street right-of-way. CHAPTER 74. HOUSE NUMBERING AND STREET SIGNS Updated 2014 74-3 Subd. 6. Special signs will be placed in the boulevard of the person requesting the sign (one post with two signs placed back-to-back). Subd. 7. The revocable sign permit will not be approved if the placement of the requested sign will block or interfere with other required signs, such as school zone signs. Subd. 8. The permittee must notify the City Clerk when he or she moves or when the signs are no longer required. The City will remove the sign upon notification from the permittee.
