RESOLUTION
Ordering Improvement and Preparation of Plans for Reconstruction of Center
Street E from the Zumbro River Bridge to 11th Avenue NE - Project No. J7348
WHEREAS, a resolution of the Common Council of the City of Rochester adopted the 8th
day of September, 2025, fixed a date for a council hearing on improvements for,
Reconstruction of Center Street E from the Zumbro River Bridge to 11th Avenue NE -
Project No. J7348 (“Project”) and
WHEREAS, ten days’ mailed notice and two weeks’ published notice of the hearing was
given, and the hearing was held thereon on the 3rd day of November, 2025, at which all
persons desiring to be heard were given an opportunity to be heard thereon,
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester
that:
1. Such improvement is necessary, cost-effective, and feasible as
detailed in the feasibility report.
2. Such improvement is hereby ordered as proposed in the council
resolution adopted 8rd day of September, 2025.
3. Such improvement has no relationship to the comprehensive
municipal plan. (Satisfying Minn. Stat. § 462.356)
4. Plans and specifications prepared by Short Elliot Hendrickson Inc.,
engineer for such improvement pursuant to council resolution, a copy of
which plans and specifications is attached hereto and made a part
hereof, are hereby approved and shall be filed with the city clerk.
