RESOLUTION
Approving a 2026 budget amendment to construct a new segment of electrical duct

bank south of 2 Street SW between 12 Avenue SW and 14 Avenue SW to
eliminate conflicts with the Link Bus Rapid Transit Project.
WHEREAS, Rochester Public Utilities (RPU) constructed the Cascade Creek duct bank
project in 1983 to provide a dedicated electrical feeder from the Cascade Creek Substation
to St. Mary’s Hospital and the downtown Rochester area; and
WHEREAS, portions of the Cascade Creek duct bank must be relocated to accommodate

construction of the Link Bus Rapid Transit (LinkBRT) project along 2 Street SW.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester,
MN that a 2026 budget amendment is hereby approved for Rochester Public Utilities Electric
Utility budget in the amount of $1,233,000 to provide for the relocation of the Cascade Creek

duct bank along 2 Street SW between 12 Avenue SW and 14 Avenue SW to address
location and grade conflicts for the construction of the LinkBRT construction project.
