RESOLUTION
Certifying the Results of the August 11, 2026, City Primary Election.
WHEREAS, the 2026 Primary Election was held on August 11, 2026, which included
contests for City offices; and
WHEREAS, the Common Council of the City of Rochester acts generally as the Canvassing
Board to certify the results of City Elections in 2026 for the Mayor, and Councilmembers of
Wards 1, 3, and 5; and
WHEREAS, 24,876 people voted in the City Primary Election with a total of 79,712
registered voters as of 7:00 a.m. on Election Day, with 725 persons registered on Election
Day, and 6,046 regular, military, and overseas absentee and mail ballots accepted.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Rochester,
acting in its capacity as the City’s Canvassing Board, certifies that the attached abstracts
are a tabulated statement and a list of the number of votes cast for each person in the City
Primary Election held on August 11, 2026, in the City of Rochester, Minnesota; and
BE IT FURTHER RESOLVED that in the contest for Mayor, candidates Jess Garcia (5,931)
votes) and Joe Powers (11,866 votes) do advance to the November 3, 2026, General
Election; and
BE IT FURTHER RESOLVED that in the contest for Ward 5 Councilmember, that
candidates Ruchi Gupta (1,560 votes) and Shaun C. Palmer (2,571 votes) do advance to
the November 3, 2026, General Election; and
PASSED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY OF
ROCHESTER, MINNESOTA, THIS __________ DAY OF _______________, 2026.
