RESOLUTION
Repealing and Replacing Council Resolution No. 137-26 and Authorizing Fiscal Year
2022 RAISE Grant Agreement with the United States Department of Transportation
and the Minnesota Department of Transportation for the 6th Street Bridge, Roadway
Safety, & Riverfront Improvements Project J7919
WHEREAS, the City of Rochester applied for and was awarded a Fiscal Year 2022
Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant to construct
the 6th Street Bridge, Road Safety, and Riverfront Improvements Project, Project J7919
("Project"); and
WHEREAS, the grant agreement is between the United States Department of
Transportation ("USDOT") and the Minnesota Department of Transportation ("MnDOT") as
the Recipient, with the City of Rochester acting as the Designated Subrecipient; and
WHEREAS, the Fiscal Year 2022 RAISE Grant provides up to $19,900,000 in federal
funding to be used exclusively for the construction phase of the Project; and
WHEREAS, the Common Council finds that it is reasonably prudent and in the interest of
the general welfare that the City accept and enter into the RAISE Grant Agreement, in
substantially the form attached hereto as Exhibit 1, to secure the funding for the Project.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester,
MN that:
1. Resolution No. 137-26 is hereby repealed and replaced.
2. The Fiscal Year 2022 RAISE Grant Agreement providing up to $19,900,000 in federal
funding for the Project is hereby approved.
3. The Mayor is authorized to execute and accept this RAISE Grant Agreement upon
its final review and return by USDOT with the same terms and conditions therein or
with only minor non-substantial changes made by USDOT therein for the 6th Street
Bridge, Road Safety, and Riverfront Improvements Project.
