RESOLUTION
Establishing the 2027 Preliminary Property Tax Levy and 2027 Budget Hearing.
WHEREAS, the City annually adopts an operating levy and annual budget for the coming
year in accordance with the City’s Home Rule Charter and Minnesota Statues; and
WHEREAS, Minnesota Statutes section 275.065, subd. 1, requires cities to certify a
maximum proposed levy and preliminary budget on or before September 30, 2026, and
to establish a public meeting date for the purpose of discussing said proposed levy and
budget;
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Rochester that:
1. The preliminary 2027 net tax levy to be certified to the Olmsted County
Auditor is $124,901,338, which is a 5.59% increase and is hereby established
as the maximum possible net tax levy for property taxes payable in 2027.
2. The 2027 supplemental recommended operating and capital budget amount of
$799,283,832 has been reviewed and potential funding sources identified as well
as priorities and programs for 2027.
3. Monday, December 7, 2026, is hereby established for the public hearing and final
adoption of the 2027 supplemental recommended tax levy and budget.
