This sewer and water extension will be .for -the purpose of serving the Doughboy and Parkside Trailer -Court properties which .are now being -considered for annexation. by the Minnesota Municipal Commission. .-Beforemaking a ruling on the proposed annexation, the MMC.asked-for. -and 'received a feasibility report on providing the necessary services to this. area . .. - Although a ruling has not yet been made on this annexation, -the City Engineer feels that this.hearing.is necessary in -order for his, aepartm"ent to proceed with the plans so that these services can be provided to the subject property within a reasonable -period -of time after annexation, if so approved. This is because -of the Highway, permits and R.O.W. acquisitions.necessary, as well as..involved arrange- ments to be made.between the City Water -Department and the People's Coop. ..Power about the existing water system. The total estimated cost of thes-mitary sewer is $95,842.00, of which $47,900.00 will.be currently assessed to land now within the city limits plus the proposed annexation parcels, and $47,942.00 which.will be deferred. Districting On Oil City Property From The R-1 District to The'M-2 District rJuly, 23,. 1970 :. Cite Planning and Zoning Commission: On July 22, 1970 the -City Planning.and_Zoning,Commission-considered the above described change of zoning districting.- We find that this area is designated as being'best suited .for.indus.trial-use on the city's adopted'Land Use Plan.' We also find that there exists an M-1 District on the west side of 3rd Avenue S.E. with residential uses interspe'rsed,. The property to the east is vacant -except .for a water tower but it -is planned for. future residential"development. Based on these -findings we recommend- that the zoning of this. -area be_ changed to the 14-1 District instead of.the M-2 District.•- This change will make the. _ bulk oil uses and the scrap -metal yard non -conforming -uses, but they would be able to.ldontinue the -present use indefinitely. We further recommend that dikes be constructed.around the petroleum storage tanks for fire protection purposes. Council Action Needed: 1. City Departmental Review: No objections ieceived.. 2. City Planning Department: Existine-Land Use:' .. The.area proposed to be rezoned is commonly referred to as Oil City. This is used for commercial and industrial purposes as follows: (a) Bulk oil and petroleum products storage areas (Coop, Skelly, and Phillips) (b) Junk yard (c) Warehouses } (d) Plumbing contractor (e). Propane.gas storage and sale Existing Zoning: All'.of these -properties are currently zoned as an-R-1 District because lands that are newly annexed to the City are.automatically placed in that district under provisions of Paragraph 14.06 of the Zoning Ordinance. Land Use Plan: Thz-City's adopted Land Use Plan designates this area as being best suited for industrial development. The area, has good transportation service since. it is bordered or. the west by a major city street and on the east by a railroad. Proposed Zoning: The property to the north (Golden Hill Industrial Addition).is zoned an M-1- District. The property.to the -west that-lie's along the west side of 3rd Avenue S.E. is zoned an M-1 District. The property to the east -'is planned to be developed for residential uses in the future. Discussion: The 11-2 District would permit the bulk.petroleum storage uses and the junk -yards..- Since these uses already exist, they would be permitted -uses --in the M-2 District. This Planning Department feels that since this area is sandwiched in between an existing M-1 District to the west.that is also intermingled with some, residential development -and a planned residential development -to the.east-that _ a less intense -industrial development-would_be-more--desir-.abie-and suitable in this area.- The storage of--bulk-pet-roleum-products can be a.dangerous use. . Over the -.years- there have already- been -severe. fires in- this area.. when _these --tanks.__ have ignited creating a threat to the -`whole. neighborhood. ....Ro.ches.te'r--is expanding_. in. this direction and maybe the time-is,fast approaching when anew look should be taken at the0il City area and -a new and better location found. Conclusion: Based on the above- f-indings;-.-the P.lanninu -Department fee -Is -that this -area- -should- be rezoned to the M-1.District rather _than the M-2 District. August 12,-1970 Mr. Jerome Koskovich Director of Building & Safety 717 Third Avenue Southeast - Rochester, Minnesota 55901 Re: investigation of Sinkholes in _Rochester, Minnesota Dear Mr. Koskovich: This is the proposal which you requested at.the meeting we held in -your office on - August 11. At that' time we discussed the report which we submitted to you on July 28. With regard to the proper method of exploration to,use at this project, a major consideration is the size of the area to be..investigated. .'As'the size of the area. .increases, the amount of information -needed to provide adequate coverage increases. Thus, it becomes more -feasible to attempt rapid, though less .direct, methods of detection such as the infra -red method. As the size of the area to be investi gated diminishes, the use of more direct methods, -such as actual test borings, becomes more feasible. We understand that presently you would like to investigate only the playground area. This is roughly 150' x 250' in plan dimension. The cost. of making sufficient borings to have a.high degree of assurance_ -that potential sinkholes are detected would be on the order of $4000 to $8000 (The actual amount would depend principally on the average depth to bedrock, With a depth of 40',- the cost would be about $5000.) With a program of combining a.few test borings. - with an electrical resistivity survey; the cost would be much less': I would ----- , recommend the following program. 1. Test Borings - Direct information -for correlation with electrical resistivity survey would-be done by -means of additional test borings.. The borings would be put down in -the southwest, northwest and southeast corners of the playground. These borings, -along with previous boring.#-2-which is near the northeast corner.of the playground, would be used for correlation with the -resistivity soundings. The borings would be made using the auger method. The principle. purpose of the borings would be to determine the soil profile and the depth to the bedrock. - AS -A MUTUAL PROTECTION TO CLIENTS,THE PUBLIC AND OURSELVES,ALL REPORTS ARE SUBMITTED AS THE CONFIDENTIAL PROPERTY OF CLIENTS. AND AUTHOR- IZATION FOR PUBLICATION OF STATEMENTS. CONCLUSIONS OR EXTRACTSFROMOR REGARDING OUR REPORTS IS RESERVED PENDING OUR WRITTEN APPROVAL Mr. Jerome Koskovich August 12, 1970 Page 2 2. Electrical Resistivity Soundings = The objective of a resistivity survey would be to delineate zones of abnormal conditions. Potential.sinkholes should, as described previously, have an air -filled dome. I This would have an abnormally high electrical resistance. On the other hand, the general solution cavity - subsidence environment itself is quite often predominanly a mixture of loose soil and water. This could have either a -higher or lower resistivity than the surrounding soil. It is quite unlikely, however, that in general -it would have the same resistivity. In either case, the sinkhole..environment should. have a substantially different resistance from that of the surrounding normal soil. -By taking a detailed series of soundings over the site, I am confident that the potential sinkhole zones can be delineated. It isquite possible,.. in -fact, that exact location of.,potential sinkholes can be pinpointed. An initial program of soundings would be done throughout the playground. The spacing would .depend on the .depth to rock and -the soil conditions encountered in the test - borings. Assuming - that rock is about 40'.deep, and.considering the dimensions of the area to be investigated, a grid of 50_' on centers is suggested. This would require 15-soundings, including the correlation soundings' at -the four borings: The progress of this would be closely.monitored. Upon'eompletion, if the results appeared sensible and meaningful, then -the program would be. expaided1 to cover the area in more detail. Additional soundings would be done on'about 25' centers. In . other words, a.total of 45 soundings. -Subtracting the previous 15 from this 45, would leave 30 additional soundings to be made. If the test borings substantiate .the_expected soil -profile and depth to rock, namely wind blown loess over glacial till and alluvium, in turn overlying bedrock-. at a. depth of about 40', then each resistivity sounding would'consist of four readings at electrode spacings of 20, 40, 60 and 80 ft. The depth of penetration is roughly equivalent to one-half the electrode spacing. Contour maps would then be made for each set of electrode spacing. The maps would be compared and analyzed to delineate the zones of potential sinkhole conditions and perhaps actually -pinpoint potential sinkholes. 3. Additional Soil Borings - Depending on -the accuracy and reliability of the electrical resistivity survey, and of the size, number and amount of potential sinkhole zones encountered,.it may then.be advisable to put-down test borings in suspect areas. As for the cost, as I indicated in -my letter of June 4, our work is done on an hourly and unit rate basis, as indicated on the fee schedule which'we sent you. For. estimating purposes, however, the following guidelines -could be used. 1. Test borings --As indicated previously, the cost of auger borings should be about $1.00 to $1.50 per foot. Assuming an average depth to rock of about 40', the cost of -three borings therefore, -.would-be in the range of $120 t0 $200 for the field work. We*will have a crew in Rochester early next week and thus, travel co.st could be pro -rated if that crew is utilized. We have, of course, crews in that area quite often and the work could be done at some other time and save some money that way. Mr. Jerome Koskovich August 12; 1970 Page 3 2, Electrical Resistivity Soundings — The previous estimated figure of about;85.00 ..to $15.00 per sounding was based on -a' much greater number of soundings. With the scope of the present job, it would appear that about_.$20.00 per Pounding" is more realistic, This estimate includes all engineering, supervision and report -preparation. For 45 soundings therefore, the cost would be about . $900:00.- 3,- I expect that the electrical resistivity survey will be quite successfu_1 and, few, if anyf additional borings would be required. :To be conservative, however, it should be assumed that perhaps five borings would be 'required. On some of these it may be wise to use standard penetration boring methods, similar to thatused in previous borings Land 2, If so, the borings would need not penetrate bedrock, and the cost would be normal soil drilling costs, in other - words,. about $4.00 per foot. If additional borings are made,- therefore, the cost for.this could run up to as high as aboLit $750.00.- As we discussed,we are assuming that your personnel will help out in this work. The above.cost estimates are based on the assumption that -..you will provide one 'helper for conducting the resistivity survey. The -helper would help tape out and place the probes for the soundings. -In addition, you will stake out a grid system at'the.site.' This will be used'for more rapid placing of the electrodes and -for. close control on location of the soundings, The grid system should be on 25' centers. Finally, I am assuming that the present topographic map of the area which has a contour interval of 1' is accurate to within approximately.±,'. If it isn't, then we would require a topographic map of that accuracy. 'The grid system, incidentally, should be plotted on. the topographic map; Very truly yours, -TWIN CITY TESTING AND ENGINEERING LABORATORY, INC. Robert E. Pendergast, P.E. August 5, 1970 Chairman Public Safety Committee City Hall - Rochester, Minnesota 55901 _ Dear Mr., Chairman: We feel.it is our.responsibility to bring to your attention certain procedures that were taken to avoid.incidents such as recently occurred at the Bank Saloon. The Bank opened December 30, 1969 with one man on the floor from'8:30 PM to 1:00 AM. His duties were to check ID's and be on the alert for potential. problems and.have all customers out by 1:00 AM. On February 15th we opened the Vault with both a full time bouncer and, our manager on the floor from 8:30 PM to 1:00 AM. - Effective March 15th we decided that we would employ a bouncer only on our three busiest nights - Tuesday, Friday and Saturday. On these nights a bouncer and our manager are on the floor and on Monday, Wednesday and Thursday only our manager worked in this capacity. July 23rd, the night of the fracas,.our manager took his first night off in 6 months. As stated above, we had already decided we did not need a bouncer on this night. Perhaps this was an error in judgment on•our part, -but perhaps also, our problem would have been the same with other people involved. Since this incident we are employing 2 full. time people to check ID's and act in the capacity of a. bouncer 6 nights a week. Our manager also is- on the floor 5 nights a week. Therefore, we now have 3 people on the floor 5 nights a week, plus 4 bartenders. We realize that holding a liquor license in Rochester .is a privilege and that we have obligations both to our customers and to the City of Rochester in operating this business. We also feel -that we have made an honest effort to effectively operate our business on a high level with respect to both city and state laws. In making this sign.for the Depot House,,they advised us to make it on temporary material due to the fact that the Depot - House is in the process of changing hands or"major changes in ownership might require a name change. 2. In reviewing our present sign locations,"we are',at this time submitting to the Planning and Zoning Commission.a'number.of changes in the present sign ordinance whereby embellishments and temporary signs of this.nature would be permissable. We expect these variances to be approved in the very near future. 3.
