We find that this shopping center is proposed for an area that is now zoned as a B-lb District but a change of zoning districting to the B-3 Distric.t is in process and is -scheduled for hearing by the Council on October 5, 1970. The-.B-3 District will be'necessary because there -is a department store use proposed which is first permitted as a principle use iri the B-2 District which D ; carries over into the B-3 District since the B-2 istrict is designed for just the downtown area,,. Ve.have reviewed this preliminary shopping center plan and conditioned upon the 'change ofzonihg districting we recommend that it.b6 'granted approval subject to the conditions shown as 3. 1'..a-h on page 2 of the attached Planning Department report.. 'Upon approval of this preliminary plan, with aqy.attached conditions,'the applicant must then make applicationfor approval -of a final shopping center plan. Council Action Needed: ..l. The. Council can approve this plan by motion'at this time. The applicant must then apply for approval of a final.plan at which time a public hearing will be held. This hearina could be held on October 5, 1970 same time as the zone change hearing, if the applicant can make the necessary amendments to his plan. He will have to have the plan considered by the ity Planning and Zoning Commission on,September 23, 1970 which creates a very tight schedule. -Attached: l..
