Rochester, Minn. 5590 Northern Naiural Gas Company
Honorable Mayor and Common Council
City of Rocheste'r'
Rochester, Minnes'ota
Gentlemen:
Please. -consider this letter a request for an increase in retail rates
for natural gas sold to'customers within -the city of Rochester under
jour existinc, franchise.
Peoples has -not had an authorized maximum rate -increase since,August
of-1961. During-the'se past nine years,,we.have been able'to.provide
the best of serv:[ce to'our.customeks in addition'to-giving,two refunds.
We absorbed.an increase in cost of gas from our -supplier early'in 1969,
due.to our -inability to neaotiate an increase.with you body at
that time. In 1970, it was announced that out Wholesale supplier-,.
filed.with the Federal Power Commisisibn an application for an increase--.
for all volume of gas aken.on and after December 27, 1970.
Although the cost of gas is the biggest single expense of our doing business,
Peoples, as.all businesses, has been subjected'to-man'y other increased
.,costs',7such as capital costs,, and debt c
osts, taxes, and
general.overhead expenses..' These ' are -matters over which Peoples,
--has no control. Peoples can attribute its excellent record to
continually improving the efficiency of its operations. For example*,
we have had an aggressivemarketing program which has increased'the
-annual domestic.consumption and the number of -customers served
per employee. We turned to radio dispatching for service vehicles and
began computer billing. However, it is not po'*sible for us to continue
to fight inflationary pressures as we have in the past. 'If we are to
continue to provide the quality of service' which. -Our customers desire -
and which we as a..company are totally,,committed to provide, we should
have an increase in retail prices.
Peoples has-been proud to serve and-partiqipatein*,:the...growth of-the
city of'Rocheste'r since 1932,
and.we-look forward, to the future with
optimism. We are -dedicated to providing continued. .14ig h-qual-ity of
service to the c.-ommunity..
So that we can maintain this
same high standard.6f quality of -service
..to the city, we respectfully
request favorable,.response and. action
igh
for h': er retail' rates.
Respectfully yotfrs,

Rochester City.Coun,cil.
City Iall
Rochester, Minnesota
Gentlemen:
One hear's -much talk. these days about how the youth of America are losing
faith in our representative form of government. Their ar-ument is that
our elected repr-esentatives.no Jonger represent the interests of the people
who elected them, but have" become tools of the "establishment" to be mani"
pulated to serve the intbrests- of a minority. A. recent action by our City
Council certainly- demonstrates that these young people may be right, at
least some ofthe time.' I refer to -the recent rezonina of the Grindley property
in northwest Rochester-.
When one purchases a. home in an area zoned single family residential, one
-is- supposed to have some assurance that the area will remain that way and
that a 340 unit apartment complex will not be built practically in one's- back
:yard.
But it doesn't seem to work that way in Rochester. All the bi' city'operators
9
have to do, it seems,_ is to hire' a few high priced lawyers and public relations
men to come down to Roches -ter and talk our Council into anything theymant,
whether the people who elected them want it or not. In -the case',of this parti-
cular action, the people in the immediate area most effected certainly did not
want it.
I am sure it can be argued that Rochester needs, or will need)in the near
future, more rental housing. This argument may well be true. It doesnit
appear to be necessary to waste the time and money to look for a parcel of
land '.that is already zoned for apartments. Why bother -,it is much easier
to buy any.piece of property and talk the Council into changing the zoning later.
Members of the Council, I ask you whose interests were served? The Real
E state Establishment from the big city or the local home owners Who elected
-you?.
Sincerely,
Charles R Keal.
