ARMSTRONG, City Engineer MARK R. GRAY, Director of Maintem September 22' 1970 To: Tom Moore, Planning Director From: :Jack Dolan, Traffic Engineer Subject. Application for approval. of a Community Shoppi ng Center ..-an the northwest corner of 12th' Street' & 15th Avenue SE I have -these additional comments to make re-ardin- the entrance. onto 15th Avenue S.E. across 'from 11th Street S.E.: 1. Although the prohibiting of left 'turns exiting from this open.iiig*would be beneficial it.would be.almost impossible '--to.. enf orce without-construdting a physical barrier. Therefore, if 'this-entran'ce is allowed we should expect -this.movement to be made. The right'turn.from this entrance will also*be difficult especially for traffic destined to go eastbound on -Highway #14 having to merge across.'two thru- lanes. and the.free right turn lane within a short distance.. 2. The most serious problem that I find in allowing this entrance is the northbound traffic making a'ltft turn into -the center. The distance to Highway' #14 is too short to provide a satisfactory -left turn storage a rea, therefore, -dausing a -potential backup of traffic into the signalized intersection. .3. Without a separate storage area left turn vehicles' would C -then reduce northbound traffic on 1th Avenue to one lane' much of the time. With the projected.volumes on 15th Avenue this ce'r-tainly should not be allowed. With no median opening opposite the entrance on Highway #14 as understand the State Highway is going to recommenc traffic from the southwest destined for the center will be. en6ouraged.to enter*from 15th Avenue.' en A. With this ' trance eliminated sufficien U-s- z It dis ta-'rc)e available to pr vide. -a left tu lanel?474 L-,- V'n '' LA 0 rn storage le maf entrance. A.serVice station.and supermarket on' -the Northeast*corner of the intersection is zoned a B-lb District. The property to the West -is used for park purposes'and i's' zoned.-a.Flood Plain District. The.propert.y to.the North is zoned an R-1 District and is used by the Elks -There are no residential uses,imm6diately to the North. Both the City's Adopted Land Use Plan and the Rochester -Olmsted Transporta- tion Planning.Study has this designated as -being bpst'suite.d', _general.area for. commercial uses. Conclusion: Based on the above findings we recommend, that this petition for --a chdnge.in zoning be approved. n cha' -street pattern and lotting arrangement have taken place on y nges in this property since -it was originally platted as Auditor's Plat "A!,.. In order'to bring this land up.to date we recommend that a new plat be prepared and approved by the City of Rochester according to the provisions of Ordinance No. 1558. Since no new public streets would be involved.in this plat", the.. preliminary plat procedure can -be waived by the Planning Department and a final plat prepared and filed. -a telephone cable located in the right-of-wl-=4-y of now vacated There is also 10th Street S.E.. and no utility easement was provided to handle its future main ' tainance. At the time this portion of 10th Street S..E. was vacated the Planning Department and'the City Planning.and Zoning Commission both recommended .that' -an easement be ' -reserved for utility purposes. Apparently,'this was never accomplished. The need still exists and some agreement should be reached on this matter now before development plang proceed much further in this location. p UBLIG UTILITY. EPARTMENT ROCHESTF-R, MINNESOTA 55901.
