Phone (507) 288-4316 June 19, 1981 TO: Roger Plumb FROM: Albert Toddie, Jr. RE: Sanitary Sewer to serve Pennington Business Park 3rd Project 7106-3-79A, J 8714 The final costs for the above project have been determined and we are processing this project for assessment. The final costs are: Construction Cost = $41,711.45 Engineering = 6,106.12 Interest & Miscellaneous Expense = 3,725.00 Total Expense = $52,123.97 The final construction cost of $41,711.45 was 45.1% higher than the bid amount of 8,7 due mainly to the difference in rock excavation quantities rom that shown on the plan as compared with actual quantities. Investigation of cause of this over -run is outlined on the attached synopsis of a meeting held on October 14, 1980. We had no choice on this project other than excavate the rock. If the entire cost of this project were assessed the rate would be $49.63 per foot, which is approximately 57' higher than the $28.17 rate shown on the feasibility report. If we attempt to assess the total cost we may be levying an assessment that would exceed the benefits. One solution would be for the City to absorb a portion of the cost such as 1/2 the rock excavation, 1/2 the cost of the backfill material and the total cost of the soil test. The City's share would then be $15,530.75. The assessment rate would be lowered to $34.84 per foot. Perhaps this matter should be discussed with the property owners prior to preparation of the assessment roll.
