RESOLUTION
Approving Second Amendment to the 2026 Water Utility Capital Budget in the
Amount of $1,573,300 for Growth-Related Water Infrastructure.
WHEREAS, Rochester Public Utilities has identified growth-related water infrastructure
investments necessary to support planned development within the City of Rochester; and
WHEREAS, the Country Club Road Water Main Extension, and Kalmar Booster Station,
require authorization in 2026 to allow Rochester Public Utilities to proceed with project award
on schedules that support planned development; and
WHEREAS, on September 9, 2026, the Common Council approved amendments to the
2026 Water Utility Capital Budget that included $1,200,000 for the Country Club Road Water
Main Extension Project, City Project J7862, and $2,150,000 for the Kalmar Booster Station
project; and
WHEREAS, the proposed 2026 Water Utility Capital Budget second amendment includes
$488,000 for the Country Club Road Water Main Extension, and $1,085,300 for the Kalmar
Booster Station, for a total amendment of $1,573,300; and
WHEREAS, development agreements associated with the Country Club Road Water Main
Extension and Kalmar Booster Station provide for recovery of a portion of eligible
infrastructure costs as development occurs; and
WHEREAS, the Rochester Public Utility Board has recommended that the Common Council
approve the second amendment to the 2026 Water Utility Capital Budget.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Rochester,
Minnesota, that the 2026 Water Utility Capital Budget is amended by $1,573,300 as follows:
1. Country Club Road Water Main Extension Project, City Project J7862: An additional
$488,000, increasing total authorized project funding from $1,200,000 to
$1,688,000; and
2. Kalmar Booster Station: An additional $1,085,300, increasing total authorized
project funding from $2,150,000 to $3,235,300.
