RESOLUTION
Approving the Joint Powers Agreement for the Minnesota Task Force One Urban
Search and Rescue Team.
WHEREAS, the Cities of Rochester, Minneapolis, Saint Paul, and Edina, and Dakota
County have participated cooperatively in the Minnesota Task Force One Urban Search
and Rescue Team; and
WHEREAS, Minnesota Task Force One provides specialized urban search and rescue
capabilities for deployment to incidents within and outside the State of Minnesota; and
WHEREAS, Minnesota Statutes Section 471.59 authorizes governmental units to enter
into agreements to jointly or cooperatively exercise powers common to the participating
governmental units; and
WHEREAS, the participating governmental units desire to enter into a new Joint Powers
Agreement to continue the operation, administration, training, equipping, and
deployment of Minnesota Task Force One; and
WHEREAS, the Joint Powers Agreement will remain in effect for a term of ten years
from the date of execution in accordance with its terms.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Rochester, Minnesota, that the Joint Powers Agreement between the City of Rochester,
the City of Minneapolis, the City of Saint Paul, the City of Edina, and Dakota County for
the Minnesota Task Force One Urban Search and Rescue Team is hereby approved.
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to execute
the Joint Powers Agreement on behalf of the City of Rochester and to take such actions
as may be necessary to effectuate the purposes of this Resolution.
