RESOLUTION
Approving Final Plat No. CD2026-028PLAT, To Be Known As Cassidy Heights, A
Project Consisting Of 18 Single-Family Residential Lots and One Outlot, on 12.77
Acres of Land Located at the Terminus of Cassidy Ridge Dr. NE.
WHEREAS, RJR Land Development LLC. requested from the City of Rochester approval
of a Final Plat to be known as Cassidy Heights.
WHEREAS, the Final Plat proposes 18 Single-Family Residential Lots and one outlot, on
12.77 acres of land located at the terminus of Cassidy Ridge Dr. NE.
WHEREAS, the Council adopts the findings as described in the attached Community
Development memo dated November 2, 2026, and finds the proposal meets the criteria
in R.C.O § 60.500.040 (subd. H) Final Plat.
WHEREAS, on November 2, 2026, the City of Rochester Common Council held a public
hearing to consider this application and adopted the findings of fact and approved the
application subject to four conditions.
NOW, THEREFORE IT BE RESOLVED, by the Common Council of the City of
Rochester, at a public hearing duly noticed and held on November 2, 2026, the
following plat of lands in Olmsted County, Minnesota is to be known and designated
as follows:
Outlot B and C, CASSIDY RIDGE OUTLOTS, according to the plat thereof, on
file and of record in the office of the County Recorder, Olmsted County,
Minnesota.
BE IT FURTHER RESOLVED, that the City approve Final Plat No. CD2026-028PLAT,
requested by RJR Land Development LLC, subject to the four conditions of approval
shown below:
CONDITIONS
1. Civil Plans & Stormwater Management Plan approval shall be approved prior to
recordation of the final plat.
2. Parkland Dedication fee shall be paid to the Rochester Parks and Recreation
Department prior to the recording of the final plat.
3. RPU Electric comments shall be addressed prior to recordation of the final plat.
4. RPU Water comments shall be addressed prior to recordation of the final plat.
