Minutes of a special meeting of the Common Council of the City of Rochester,
Minnesota, held in the Council Chambers, in the -City liall, in said City, on
March 29th,1939.
President Lemmon called the. meeting to order at 5:00 o'clock P.M., the
following members being present: Lemmon, Amundsen, Green, Moody, Richman,
Williams. Absent: Fryer. Alderman. Fryer being absent on account of the illness
of himself.
The call for the special meeting was. read and President Lemmon ordered that
the same be placed on file; said meeting having been called for the purpose of
making. transfers of. funds within. the Street and Alley Fund and the Bridge. Fund fo:
taking up overdrafts in certain -code -divisions, and any other business the said
Common Council might deem proper.
The following communication from the City Engineer and Chairman of the
Street and Alley Committee was read and President Lemmon ordered that the same
be placed on file:

Hon. Mayor & Common Council
Gentlemen:
We recommend that the various amounts be transferred from
Code 1*Street & Alley Fund into the various codes listed below:
$4,000 be transferred into Code 2- Street & Alley Fund for
repairs to paving and curbing;
$2,000 be transferred into.Code 5- Street & Alley Fund for
City sidewalks and cro-ssings;
$4991.52 be transferred into Code- 10- Street & Alley Fund for
snow removal account.
Aldo, that $154.33 be appropriated from the Bridge Fund,
Code l and transferred into Code 3 - Bridge Fund, to take care of
-deficit for construction of 9 Ave. .Northwest Foot Bridge over Cascade
creek -and to allow for painting.
Also transfer $145.99 from the Sewer Fund -Code 4 into
Sewer Fund - Code 11, to take up deficit.

for use of the Street and Alley Committee was read and President Lemmon ordered
that the same be placed on,file. -
Alderman Williams introduced a resolution appropriating_$4,000.00 from
Code 1 of the Street and Alley -Fund and ordering payment made to Code 2 of the
Street and Alley Fund, for transfer of funds to take up overdraft and make funds
available for repairs to paving and curbing, which was read.
Upon motion by Green second by Amundsen that the said resolution be adopted

resolutioh duly passed and adopted.

Alderman Williams intraduce_d a resolution appropriating $2,000.00 from
Code-1 of the Street and Alley Fund and ordering payment made to Code 5 of the
Street and -Alley Fund, for transfer of funds to take up overdraft. and make funds
available for.construction and repairs to city owned sidewalks and crossings,
which was read..
Upon motion by Richman second by Williams, that the. said resolution. be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman Richman introduced a resolution appropriating $4991.52 from the
Street and Alley Fund, Code.- 1, and ordering payment made to Code 10 of the
Street and Alley Fund, for transfer of funds to take up overdraft and make funds
available for snow removal, which was read.
Upon motion by Williams second by Moody that the said resolution be adopted
as read, and allvoting in. favor thereof, President Lennon declared the said
resolution duly passed and adopted.
Alderman Richman introduced a resolution appropriating $154.33 from Code 1
of the Bridge Fund and ordering payment made to Code 3 of the Bridge Fund, for
taking up overdraft and make funds available for construction of a new foot
bridge over Cascade creek at 9th Avenue Northwest, which was read.
Upon motion by Amundsen second by Richman that the said resolution be
adopted as read, and all voting in. favor thereof, President Lemmon declared the
said resolution duly passed and -adopted.
Alderman. Green introduced a resolution appropriating $145.99 from Code 4
of th.e Sewer Fund and ordering payment made to Code 11 of the Seger Fund,: for
transfer of funds to take up overdraft in said Code 11, which was read.
Upon motion by Green second by Williams.that the said resolution be adopted
as read, and..all voting in favor thereof, President Lemmon declared the said
resolution duly passed and adopted.
Alderman Green introduced a resolution appropriating $5,000.00 from the
Street. and Alley Fund and $2,000.00 from the General Fund for use of the Street
' and Alley Committee, which was read.
Upon..motion by Moody second by Amundsen, that the said resolution be
adoptedas read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and adopted.
Alderman -Green introduced a resolution granting public dance permit to
Dale Hess for the Woodman Hall, March 25th,1939, and fixing the fee at $3.00,
i which was read.
Upon motion by Richman -second by.Green that the:said resolution be adopted
as read, and all voting in favor thereof, President Lemmon declared the said
resolution duly passed and adopted.

Alderman Moody intro.duced.a resolution appropriating $3,276.17 from the
Lighting Fund and ordering paymentmade to the City of Rochester, Light Departmeni
for electricity furnished for lighting of public streets and grounds in accordant(
with the billings of March.25th,1939, which was read.
Upon motion by Moody second by Williams, that the said resolution be
adopted as read, and all-votingin favor thereof, President Lemmon declared the
said resolution duly .passed..and.adopted.
Alderman Amundsen introduced a resolution appropriating $264.67 from the
Sewer Fund and ordering payment made to WM.C.Fraser & Son, for 5% withheld on
contract for construction of trunk_ line san-itary* sewer- in Sixth Street Southwest
from Broadway Street South to the sewage lift station in Soldier Field, which
was read.
Upon motion.by Amundsen second. by Green that the said resolution be adopted
as read,and all voting in favor -thereof, President Le-morondeclared th.e said_ resole
t ion duly passed and adopted.
Alderman Amundsen introduced a- re:solu.tLon appropriating $365.00 from the
Park Improvement. Fund andordering payment made to the Baldwin Piano Store for
one used Baldwin Piano and.b.ench for.the..Mayo Civic Auditorium, whichwas read.
Upon motion by Williams -second by Moody that the said resolution be adopted
as read, and all voting in favor thereof, President Lemmon declared the, said
resolution duly passed and adopted.
The following claims were read and upon motion by Green second by Richman
and all voting in favor thereof, the same were allowed and the Mayor and City
Clerk were authorized and directed to draw warrants upon the City Treasurer
and make payments accordingly:

Alderman Richman introduced a resolution appropriating ..$311.55 for -:;payment
to the City of Rochester, Light and.Water Departments, for electricity and water

which was read.
Upon motion by Williams, second by Moody that the said resolution be
adopted as read, and all voting in favor thereof, President Lemmon declared the
said resolution duly passed and. adopted.
Upon motion by Williams, second by Richman, the Common Council adjourned.
