President Lemmon called the meeting to order at 7:30 o'clock P.M., bhe following members being present: Lemmon, Amundsen, Fryer., Green, Moody., Mrachek, Williams. Absent: None. The call for the special meeting was read and President Lemmon ordered that the same be placed on file; said meeting having been called for the purpose of considering request of Park Board for additional funds. for park purposes, and any other business the said Common Council might deem proper. A communication from the Board of Park Commissioners requesting an appropriation of $10,000.00 for maintenance of parks, $5,000.00 to be made available by January 15th,1940, $2500.00 on February lst, and $2500.00 on March 1st, was read and President Lemmon ordered that the same be placed on file: After considerable discussion in regard to the above request, and the Parks and Mayo Civic Auditorium, a motion by Moody seconded by Amundsen carried that the President of the Common Council together with thel&yor, arrange with the Park Board for a meeting of said Park Board and the generall-,Auditorium. Committee,. for the purpose of taking the necessary actions to completely separate the Park Department funds from the funds of the Mayo Civic Auditorium. Alderman Fryer introduced a resolution appropriating $2500.00 from -"the General Fund and ordering payment made to the Park Improvement Fund, for transfer .of funds to make same available for park purp oses, .,which was read. Upon motion by Green second by Mrachek that the said.,resolution.be adopted as read, and all voting in -favor thereof, President Lemmon declared the said resolution duly passed and adopted. The applications of Charles GIeason and Ray Hanneman for transfer of On Sale non -intoxicating malt liquor license No.291 to Ray Hannemann, was read, and upon motion by Fryer second by Amundsen transfer was granted.. An application signed by Matt R.Smith, Dorothy Hodgson, and Emily Hodgson, for transfer of Off Sale non -intoxicating malt liquor license NQ'.533 to Emily Hodgson and Dorothy Hodgson, was read, and upon motion by Fryer second by Moody transfer was jranted. An application s-igned by Emily Hodgson and Dorothy Hodgson, for a pin ball machine operators,license at No.311 First Avenue Northwest.; was read and upon motion by Green second by:-Mrachek license was granted. The applications of Walter Cords, Homer House, Harold F.Reiter, Marciel Drake, Marvel Bush, Howard G.Koelsch, Roger Enderson, Oliver Polikowsky, Ray Benadict, and Mifflin Proud, for drivers licenses were each read, and upon motion by Amundsen second by Green licenses were granted. The report of the Clerk of the Municipal Court for the week ending January gth,1940, showing criminal fines and costs collected $133.00, Civil fees received $3.4o,"conciliation court fees $2.50, was read and having been previously' approved by the City Attorney, President Lemmon ordered that the i 'same be placed on file. The report of the trustees of the Walter Hurlbut Book Fund for the' year 1939, showing total receipts $1046.05, and disbursements $1046.05,including a check to the City Treasurer in the sum of $970.19, was read and upon motion by Moody second by Green said report was accepted and ordered placed on file: i The report of the Finance Committee on the December 1939 reports of the :Building and Plumbing Inspector, Electrical Inspector and Weighmaster, was ;read and President Lemmon ordered that the same be placed on file. i The request of Agnes Hoffman for permission to change her residence at 1103 East Center Street into a multiple dwelling, was read and upon motion by Moody second by Fryer said Communication and request was ref6rred to the Board of Zoning. The report of the Public Examiner on the financial affairs of the Frank :E.Williams Estate for the period April 1,1939 to October 23,1939, was presented I and President Lemmon ordered that the same be placed on file. Alderman Williams introduced a resolution appropriating $750.00 from the Lighting Fund and ordering payment made to Peterson Electric Company, for Christmas street' decorations, which was read. i; Upon motion by Amundsen second by Mrachek that the said resolution be adopted as read, and all voting•in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Mrachek introduced a resolution granting public dance 'permit to John Bray (Local #974) for the Woodman Hall January 6th, 1940, and fixing the 'fee at $3.00,which was read. Upon motion by Green second by Moody that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said .resolution duly passed and adopted. Alderman Williams introduced a resolution appropriating $4O.00 from the Street and Alley Fund, $6.59 from the Eire Protection Fund, and $173.13 from, the Sewer Fund, and ordering payment made to Dodge Lumber 8: Fuel Company, t ;for coal and lumber furnished during December,1939,which was read. Up6n motion by Fryer second by Amundsen that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared tae said resolution duly passed and adopted. i; Record of Official Proceedings of the Comm'mon on, Council of the. City of Rochester,- Minn.; ` January. 11, 1940. �J 43 Alderman Mrach.ek introduced a resolution appropriating $290.52 from the -Street and Alley, Fund -anal $47.81 from the Fire Protection Fund, and ordering paym6nt made to Botsford Lumber Company, for:1250 brie$, 218 pcs. sewer pipe, and ll250# stoke r' coal furnished during December, 1939, which was read. .Upon motion by Williams second by Green that. the said resolution be adopted as read, and all voting in favor thereof,: Pre-sident.. Lemmon declared 1h e said resolution duly.passed.and adopted. Upon motion by Fryer second by Williams, the Sewer Committee the .City Engineer and City Attorney *ere instructed to confer with the Highway Department in regard to neces.sary changes in the syphon section of the trunk line sanitary sewer at the North Broadway Bridge prior.to the State Highway Department const'riiating a new bridge. Upon'mot.ion by Fryer`second by Amundsen the City Engineer was granted two days leave of absence the later part of the month. C-larence Miller appeared before -'the Council requesting ''that steps be taken to construct the sanitary server and water main in Fifth 'Street Southeast from Twelfth Avenue to Thirteenth Avenue Southeast immediately, instead of -waiting until spring. Alderman Moody opposed any such action on the part of ' the Council due to the additional costs of making- such improvements in frozen additional ground-. The City Engineer estimated' the/cost of digging frozen' ground at I. ;.fifteen cents a foot which would mean an additional cost to 'each fifty foot lot- of• approximately $15.00; his estimate of constructing said' sewer in t summer digging at $.94 per foot. Alderman Moody presented a petition signed iby all the property owners'abutting said improvement except Clarence Miller !approving the action.taken by the Council in postponing the construction of, said improvements until next spring, together with a telegram from Frank C. !Mason to the same effect, which petition and 'telegram were ordered placed on .file.
