A communication from Don Arenz requesting permission to make curb cuts on Sixth Street Southwest, at the corner of .First Avenue Southwest, and upon motion by Fryer second by Green, permission, was granted, said work to be done under the supervision of the Street and'Alley Committee and the City Engineer. A communication from the Non-Into_{icating .1,ial-t Beverage Dispensers Association of Minnesota, Inc. suggesting that no 3.2 licenses. should be issued unless both on aAa off sale are applied for, stating that this would not only benefit the 3.2 dealers but also the City of Rochester for the reasons that when all licenses are concentrated, law enforcement is much less dif.icult and more efficient, and the element of minors buying beer is eliminated when all licenses are concentrated in locations, where minors are forbidden to enter unless accompanied by parents, was read, and upon motion by Moody second by Green the said ,communication was placed on file for consideration at a meeting of the Common Council to be held at 2:00 o'clock P.Pi., on April,lst,. 194o. !.fir. .S-weppe- appeared before the Council in regard to financial assistance in sending the School- band to the Basket Ball Tournament in ,St .Pau.l,, and upon motion by Fryer second by Moody, the sum o,f $19,9.,00 was appropriated from the Band Fund and ordered paid to the Roc.heste.r .High School for said purpose. Telegrams from Ernest Lundeen, •and Henrik Shipstead,- notifying the Council of the approval by the. Works Progress Administzation at 7ashington,D.C. of W.P.A.Project No.40502, for improvements in the city parks, were each read, and President Lemmon ordered that the same be placed on file. A communication signed by Anna L.Kuzel, Clara Kuzel Woodward, and Martha Riege, objecting to the sprinkling or oiling -of Ninth Street Southeast from , Eighth Avenue to Ninth Avenue Southeast, was read, and upon motion by Moody second by Fryer, the said part of Ninth Street Southeast was omitted from the list of streets to be sprinkled or oiled -during 1940. A petition asking that Ninth Street Northwest be oiled from Second Avenue Northwest to Fifth Avenue Northwest, and asking that Fourth Avenue Northwest from Seventh Street to Tenth Street Northwest be oiled, was read, and upon emotion by Williams second by Green the said streets were added. to the list proposed to be oiled in 1940. A communication signed by Ed. J. Sullivan requesting that Tenth Street Northwest be fixed was read, together wi-'th a communication signed by J.C.Fahrman asking that Tenth Street Northwest be watered. Upon checking the list of streets proposed to be sprinkled or riled during 194o,the City Engineer reported that said part of Tenth 'Street Northwest' was included in the list. Alderman Williams introduced a resolution accepting the bid of Anderson— Brichard-Oil Company for.f urnishing approximately one car or more ox Asphalt EmulsZon A.E.1, at $0.675 per gallon, and fixing the amount of the surety bond to be given by the said contractor at the sum of $675.00, which was read,. Upon motion by Mrachek second by Fryer that the -said res§lution be adopted as read, and all voting in favor thereof, President Lemmon declared the sa$d resolution duly passed and adopted. Alderman Williams introduced a resolution accepting the bid of the Standard Oil Companyfor furnishing approximately 10 carloads of road oil, and fixing the amount of the surety bond to be given by the said contractor at the slam of $4, Z430.00, which was read.. Upon motion by Fryer second by Williams, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Moody introduced an, ordinance repealing an ordinance providing fmr the licensing and regulation of card, board, box, table, stand, cabinet -or similar device used in games or amusement where a charge is made for the.use thereof, and subscribing penalty for -violation, thereof, which was given its first reading. Upon motion by Fryer second by Mrache$ and upon rill call all voting in favor thereof, the rules were suspended and the said ordinance was given its second reading. Upon motion by Moody second by Fr yer, and upon roll call all voting in favor thereof, the rules were suspended and the said ordinance was given its third and final reading. - Upon motion by Fryer second by Williams, that the said ordinance be adopted as read, and upon roll call all voting in favor thereof, President Lemmon declared the said ordinance duly passed and adopted. Upon motion by Williams second by Mrachek the Mayor was authorized to notify the State Highway Department that representatives from the Council will meet with them at 11:30 A.M. on Thursday, March 28th,1940. Upon motion by Moody second by Williams -it was ordered that a street light be installed at Twelfth Street and Fourth Avenue Northwest, and that the City Clerk request the Secretary of the Public Utility Board to see that installation is made accordingly.
