Upon motion by Haas, second by Morris; the meeting was adjourneduntil 7:30 P. M. on Tuesday, February 4, 1959. Cilo Clerk Minutes of an adjourned regular meeting of the Common Council of the Cit3 of Rochester, Minnesota., held in the Council Chambers in the City Hall, in said City, on February 4, 1958. President Schroeder called the meeting to order at 5:00 P. M., the following members being present: President Schroeder, Aldermen Briese, DoWitz,' Haas, Kamm, Morris, Tingley, The folloAng letterf rom the Rochester Airport Association'.was read: "Mayor and Common Council City of Rochester City Hall Rochester, Minnesota Gentlemen: At a meeting of the Airport Commission Tuesday, January 29, 1959 a discussion was held concerning the vacating of the property known as the Dahlke farm on the airport site. As a consequence of the discussion, the Commission acted to request the Council for authorization to notify the Dahlke families to vacate the property no later than May 1, 1959, and for further authorization to advertise for bids -for the removal of the buildings on April 1, 1959 with completion of the removal specified for no later than June 1, 1959- Respectfully submitted, /s FRED W. SCHUSTER, President Rochester Airport Company's A motion was made by Alderman Haas that the letter be accepted and the City Attorne+, was instructed to prepare a resolution that the property be vacated and bids be ordered for removal of -the -buildings. Alderman Briese seconded the motion and all voted in favor thereof, A resolution amending a resolution relative to a contract between the City of Rochester and Builders Land Company providing for construction of certain improvements in Elton Hills Third Subdivision (improvements to'be made on Elton Hills Drive Northwest south of 22nd Street Northwest in lieu of provisions in former resolution that improvements be made on 17th Avonue and 22nd Street North- west in Elton Hills Third Subdivision) was read. Upon motion by Tingley, second by Haas, resolution adopted. A resolution ordering the proposed three Charter Amendements, presented by the Board of Freeholders on February 3, 1958, filed and ordering the same to be voted on at the general Charter Election to be held on March 11, 1959, was read. Upon motion by Kamm, second by DeWitz, and upon roll call and all voting in favor 0 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., February 4, 1959 6 thereof; President Schroeder declared the said resolution duly passed and adopted. A resolution relating to dual taxation of certain lands in Northwest Rochester by Special School District No. 4 and Common School District No. 1356 was read. Upon motion by Tingley, second -by Haas, and all voting in favor thereof, President Schroeder declared the said resolution duly passed and adopted. A resolution directing the Mayor and City Clerk to notify persons living on the Dahlke farm to vacate and instructing the City Clerk to advertise for sealed proposals for the sale and removal of buildings on said farm was read. Upon motion by DeWitz, second by Briese, and all voting in favor thereof, President • Schroeder declared the said resolution duly passed and adopted. The follovwing resolution was then read: "BE IT RESOLVED' by the Common Council of the City of Rochester, Minnesota, that Section I PROMOTIONS AND ENTRANCE SALARIES of the "Employment Policy' adopted by the Common Council on January 7, 1952, as amended is hereby further amended so that said Section I shall read in its entirety as follows: °I. ENTRANCE SALARIES 1. New employees, other than department heeds, shall be paid 90% of the salary established for their respetive job classification during the first six months of employment. The first six months shall be considered temporary employment and shall not count toward seniority, -- vacations, sick leave, jury duty allowance or leave of absence allowance if employment is terminated by the City or employee during or immediately at the end of this temporary employment period. 2. After the first six months of employment, such new employee shall be paid 95% of the salary established for their respective job classification positions until they have completed 1$ months of employment by the City. Having completed the first six months of employment, new employees shall be considered as employees on a trainee basis but shall be entitled to seniority, vacations, sick leave, jury duty allowances and leave of absences allowances computed retroactive to the first day of employment. 3. Notwithstanding the provisions of subsections 1 and 2 above, any department head may certify to the City. Clerk. that a particular employee who is finder his jurisdiction or control has, in his opinion, attained the knowledgeand experience Expected or required of any employee who has 18 months service in his job d1lassif ication. Any such employee so certified shall thereafter receive the full salary established for his job classification. After hearing the resolution read a motion was made by Alderman Tingley that sub- section 3 of Section I of the proposed resolution be amended to read in its entirety i as follows: 3. Notwithstanding the provisions of subsections 1 and 2 above, any department head may certify to the Common Council that a particular employee who is under his jurisdiction or control, has, in his opinion, attained the knowledge and experience expected or required of any employee who has 18 months service in his job classification. Any such employee certified shall thereafter receive the full salary established for his job classification. Alderman Haas seconded the motion and all voted in favor thereof. A motion was then made by Alderman Haas that the said resolution, as amended, be approved as read. Alderman Briese seconded the motion and all voting in favor thereof, President Schroeder declared the said resolution duly passed and adopted. • Record of Official Proceedings, of the Common Council of. the City of -Rochester,. Minn., February 4, 1959 1$ -A letter from E1ffeda Reiter, City Clerk, certifying that in her opinion Mr. Russell-C. Andrews, Assistant City Clerk in charge cif coordinating and super- vising accounting, had attained the knowledge and experience expected or required of, any, employee who has 19 months service in his job classification, was read and upon motion by Hass, second by Briese, the same was approved and Mr. Andrews was authorized to receive the full salary established for his job classification. All voted in favor thereof. Upon motion by Morris, second by DeWitt, the meeting was adjourned until 7t 30 P. M. on Monday, February 17, 1958, :y Lam, Cit Clerk. i
