Minutes of a special meeting of the Common Council of the City of
lRochester, Minnesota, held in the Council Chambers, in the City Hall, in said City,
Ion March 7, 1959.
President Schroeder called the meeting to order at 7:30 olclock-P:M., the
lfollowing.members being present: President Schroeder, Aldermen Briese, DeWitz,
(Haas, Kamm, Morris, Tingley.
The call of the special meeting was read and President Schroeder ordered
Ithat the same be placed on file, the said meeting having been called for the purpose
lof considering the storm sewer outlet from Country Club Manor end any other business
(the said Common Council may.deem proper.
Preaent and heard at this meeting were the following representatives of
Ithe Country Club Manor Developers: Mr. D. P. Jesson, secretary -treasurer of
Johnson, Drake .& Piper, Contractors, Frank G. Neehhouse, Attorney, Warren Forsberg,
registered land surveyor and John Holmboe, St. Paul registered engineer. Also
present was Mr. Frederick Furlow and his Attorney, David T. Bishop and his Engineer,
Adolph F. Meyer of Minneapolis.
Mr. D. P. Jesson, presented a drawing of a plan to reroute Cascade Creek,
extending 3950 feet, and would run north along the eastern edge of Country Club
Manor and east along the northern portion of.Furlow's farm to the present creek
channel instead of across the Furlow farm. On the basis of engineering data he
stated he felt the rerouting of the channel would provide drainage facilities for a
proposed by-pass highway between the old and now Highway No. 14. He said -the plan
would provide free access to 4/5 of the Furlow land and facilitate the use of
eavy machinery and felt the rerouting would benefit the Furlow farm, which he felt
as a flood plain, since channel excavation could be deposited on such parts of the
arm as Mr. Furlow desired and top soil from the rerouted section could be applied
o it. He further stated that Country Club Manor developers had original plans to
ischarge surface waters through direct route arrangement but came up with
lternative plans because of the City's request for a study and also their desire
or the good will of their neighbors. The covered pipe plan was also discussed but
Mir. Jesson did not feel this plan was feasible and the developers; would resist
paying for such an arrangement. (The cost of covered pipe plan was estimated at
$100,000.00 and the rerouting plan was estimated at $46,000.00).
Mr. Adolph Meyer stated that in his opinion the rerouting of the creek
was not a satisfactory solution to the problem of disposal of surface water from
Country Club Manor for two basic reasons: (1) the channel to be construfted to
reroute the creek adding a carrying capacity of approximately 2 the carrying
(capacity of the present channel and (2) when water overflowed the creek channel in
its rerouted position, the water would flood the only high land on the Furlow farm.

Mr. Meyer further stated that in his opinion the only satisfactory solution to the
problem was either to buy the Furlow land and construct a direct open ditch to the
creek or construct underground strom sewers directly to the creek. Mr. John
Holbroe,'Civil Engineer specializing in hydraulics, stated that in his opinion
the proposed rerouting would have the same capacity as the present creek.
As a final result of the meeting it was -agreed that there are four (4)
possible solutions to the problem of disposing of surface water in the Country
Club Manor area.
(1) To reroute the creek and construct the same with an
equal or greater carrying capacity than the present
creek.
(2)' Construct a direct open ditch from Country Club Manor
to the creek.
(3) Construct underground storm sewers directly from
Country Club Manor to the creek.
(4) Discharge the surface water into the creek at the
Southeast corner of Country Club Manor.
It was further agreed that the Engineers present, including Mr. Meyers and his
Associates, would work together to develop cost estimates, including condemnation
costs to construct an adequate. surface water disposal system under each of the
possible plans set forth above and would also consider the advantages and dis-
advantages of each possible plan -and report to the Sewer Committee at the
earliest possible time.
Upon, motion by Haas, second by Dewitz, the -meeting was' adjourned.
