President Kamm called the meeting to order at 3:00 o'clock P. M. the following members being present: President Kamm, Aldermen Haas, McGuckin, Morris and Tingley. Absent: Alderman Hanlon and Wilkus. .�� The Council then proceeded to the polling places in the various precincts of the City to inspect the register counters of the voting -machines and to compare the number of votes shown by such voting machines with"the returns submitted by the Judges at the Primary Election held on February;24th,-1959. After making the canvass of the voting machines the Council members returnedito the City Hall at 4:30 P. M. and President Kamm called the meeting to order, the following members being present: President Kamm, Aldermen Haas, McGuckin, Morris and Tingley. Absent: Aldermen Hanlon and•Wilkus. Alderman McGuckin then introduced the following resolution which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the following is a tabulated statement of the number of votes cast for each. person at the Primary Election held on the 24th day of February A.D., 1959, and that the said tabulated statement is hereby declared to show the results of the said Primary Election': Office First Ward Second Ward Third Ward and District No. District No. District No. Names 1 2 3 4 5 1 2 3 4 5 1 2 3 4 5 6 Ttl. Ackerman and Carl Hooper are hereby declared to be candidates'for the office of City Treasurer of the City of Rochester, Minnesota, at the Charter Election to be held March loth, 1959.' The City Clerk of said City is hereby instructed to cause the names of the said persons to be printed as candidates for the respective offices upon the official ballots at the " coming Charter Election to be held March loth, 1959." A motion was made by Morris, second by Tingley that the said resolution be adopted as read and all • present voting in favor thereof, President Kamm declared the said resolution duly passed and adopted. A motion was made by Tingley to reconsider the action of the Council taken on February 16th, 1957 approving the recommendation of the Internal Affairs Committee in appointing a Personnel Direct- or. Morris seconded the motion and all present voted in favor thereof. A motion was then made by Tingley that the recommendation of the Internal Affairs Committee dated February 16th, 1959, which appointed Frank Bright as Personnel Director, effective March 16, 1959 be rejected. Morris seconded the motion and all present voted in .favor thereof. The following recommendation of the Internal,Affairs Committee was then read: "We the undersigned members of the Internal Affairs Committee, hereby recommend that Mr. John L. Bakke be appointed as Assistant City Clerk, Personnel Division, for the City of Rochester, Minnesota, effective April 1st, 1959. 'It is furth recommended that the salary for this position be set at $7,000.00 per year." 14 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., February 25, 1959 • Upon motion by Haas,,second by Tingley, the recommendation was approved and Mr. John L. Bakke was appointed as Assistant City Clerk, Personnel Division for the City of Rochester. All present voted in favor thereof. Alderman Tingley introduced a resolution adopting and authorizing 'the use of a duplicate corporate seal for the City of Rochester, which was read.. A motion was made by Tingley, second by Morris that the said resolution be adopted as read and all present voting in favor thereof, President Kamm declared the resolution duly passed and adopted. The recommendation of the Rochester Airport Commission that the bid of Leon Joyce and Ethel R. Joyce, d/b/a Leon Joyce Contractor, Rochester, Minnesota in the amount of $28,151.60 for clearing, grubbing and grading of access roads at the new Municipal Airport be accepted subject to the approv- al of the State Department of Aeronautics and the Federal Aviation Agency was read and President Kamm ordered the same placed on file. Alderman McGuckin introduced a resolution accepting the bid of Leon Joyce and Ethel R. Joyce, d/b/a Leon Joyce Contractor, Rochester, Minnesota for the clearing, grubbing and grading for access roads and parking areas at the new Municipal Airport. A motion was made by McGuckin, second by Haas, that the said resolution be adopted as read and all present voting in favor thereof, President Kamm declared the said resolution duly passed and adopted. The matter of the Council having a joint meeting with the County Board of Commissioners to discuss various mutual problems was discussed and the date of March 4th, 1959 was set as the date for such a meeting. The following claims were each read and upon motion by Morris, second by Haas, the same were approved and the Mayor and City Clerk were authorized and directed to draw warrants upon the City Treasurer: From the General Fund: Eva E. Barden, $18.00; Margaret B. Robertson, $18.00; Jean Yaeger, $18.00; Mary F. Klee, $18.00; Nell M. Cooke, $18.00; Augusta McGovern, $18.00; A. H.
