HomeMy WebLinkAbout03-11-1959LJ 1 • 1 1 0 1 0 Record of Official Proceedings of .the Common Council 31 of the City of Rochester, Minn.; March 11, 1959 .M• MINN. 9191 Minutes of an adjourned regular meeting of the Common Council of the City of Roches Minnesota, held in the Council Chambers in the City Hall, in said City -on March 11, 1959. President Kamm called the meeting to order at 3:00 o'clock P. M., the following members being present: President Kamm, Aldermen Haas, McGuckin, Morris and Tingley. Absent: Hanlon and Wilkus. The Council then proceeded to the polling places in the various precincts of the City) to inspect the register counters of the voting machines and to compare the number of votes shown by such voting machines with the returns submitted by the Judges at the City Charter and Special Election held on March 16th, 1959. After making the canvass of the voting machines the Council members returned to the City Hall at 4:30 P. M. and President Kamm called the meeting to order, the following members being present: President Kamm, Aldermen Haas, McGuckin, Morris and Tingley. Absent: Hanlon ands Wilkus. Alderman Tingley then introduced the following resolution which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the following is a tabulated statement and list of the number of votes cast for each person at the Charter Election held March loth, 1959 in the City of Rochester, Minnesota, as determined by said Common -Council on the.canvass•of the returns of said election made the llth day of March, 1959, the said statement is hereby declared to show the result of said election. "Sparky" Morris 344 45 107 61 89 248 894 Melvin Voxland 1 1 Leo Maloney 1 1 SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That Alex P Smekta is hereby declared to be elected to the office of Mayor of said City, at the Charter Election held March loth, 1959, to hold office for two years and until his successor is elected and qualified; That Archie M. Ackerman is hereby elected to the office of City Treasurer of said City, at the Charter Election held March loth, 1959, to hold office for one year and until his successor is elected and qualified; .That Marvin W. Price is hereby declared to be elected to the office of City Assessor of said.City, at the Charter Election held March loth, 1959 to hold office for a two year term and until his successor is elected and qualified; That L. G. Schroeder is hereby elected to the office of Justice of Peace styled "City Justice" of said City, at the Charter Election held March loth, 1959 to hold office 6or a 2 Record of Official Proceedings ,of the Common Council of the City of Rochester, Minn., March 1L. 1959 two year term and until his successor is -elected and qualified; That J. Calvin Haas is hereby elected to the office of Alderman of First Ward of said City, at the Charter Election held March loth, 1959 to hold office for one year term and until ...his .successor .is .elected ( and ;_qual-ified; That William P. McGuckin is hereby elected to the office of Alderman of Second Ward of said City, at the Charter Election held.March loth, 1959 to hold office for one year term and until his successor is elected and qualified; That Stanley M. "Sparky" Morris is hereby elected to the office of Alderman.of Third Ward of said City, at the Charter Election held March loth, 1959 to hold office for a one year term and until his successor is elected and qualified." l A motion was made by Haas that the above resolution be adopted. McGuckin seconded the motion and all voting in favor thereof, President Kamm declared the resolution duly passed and adopted. Alderman Tingley introduced the following resolution which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the following is a tabulated statement and list of the number of votes cast for.each"of the two amendments at the -Special City Election held March 10th,,1959 in the City of Rochester, Minnesota, as determined by said Common Council on the canvass of the returns of said election made the llth day of March, 1959, the said statement is hereby declared to show the result of said election. Said tabulated list and statement is as follows: First Ward Second Ward Third Ward 1 2 3 4 5 1 2 3 4 5 1 2 3 4 5 6 Total AMENDMENT NO. 1 To amend Sections 147 and 148 of the Charter of the City of Rochester to provide for an increase in.the membership of the Public Utility Board from three to five; to provide that the Mayor shall appoint four members of said board, such appointments to be confirmed by the Common Council, and the Common Council shall appoint one of its members to said board; and to provide procedure for the transition from a three member to a five member Public Utility Board. NO 2 . r• n + u 1FI.� To amend,Section 293 of the Charter,t:of.,the City of Rochester,,, -.to provide an 'increase in the annual salary.of the Mayor from one thousand dollars ($1,000.00) to.two thousand four hundred dollars ($2,400.00); and to provide an increase in'the annual salary of each Alderman from seven hundred fifty dollars ($750.00) to one thousand eight hundred dollars ($1,800.00); otherwise said section to remain the same. "YES" received 111 43 94 38 223 28 31 24 52 91 227 24 61 22 34 146 1249 "NO" received 215 91 115- 40 164 80 59 45 66 79 198 36 _75_ 57 64,169 1553 Be it further resolved by the Common Council that the whole number of persons present and voting at the said Special Election was 2831,.and that it required a yes vote of 60% of the whole number of persons present and voting a6 said Speical Election or 1699 votes in favor of the adoption and ratification of each amendment. That Amendment No. 1 to the Charter of the City of Rochester received the required number of votes for adoption and ratification and said amendment therefore did carry and is made a part of the Charter of the City of Rochester, Minnesota. Be it further resolved that Amendment No. 2 did not receive the required number of votes for adoption and tatification and said amendment is declared rejected by the voters. A motion was made by Haas that the said resolution be adopted as read. McGuckin seconded the motion and all voting in favor thereof, President Kamm declared the said resolution duly passed and adopted. The following claims were.read and upon motion by Haas, second by McGuckin, the same were approved and the Mayor and City Clerk were authorized and directed to draw warrants upon the City Treasurer and make payments accordingly: From the General Fund: Marion DeMille, $18.00;.Eva E.
