Council , of the City of Rochester, :Minn., April 15, 1959 OS-LO PU8L.1BHINQ CD., NEW uLM, MINN. 9161 Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on April 15, 1959. President Kamm called the meeting to order at 4:30 P. M., the following members being present: President Kamm, Aldermen Haas, Hanlon, McGuckin, Morris, Tingley, Wilkus. Absent: None! The call of the special meeting was read and President -Kam ordered that the same be placed) on file, the said meeting having been called for the purpose -of (1) opening airport bids and (2) acting on certain delayed licenses and any other business the said Common Council may deem proper! The following bids were received and opened and upon motion by Morris, second by Tingley, the same were referred to the Airport Commission and the City Attorney for tabulation and recommendation: General Construction - Rochester Municipal Airport Base Bid Kraus -Anderson, Inc. of Minneapolis, Minnesota $ 578,690. 0. A. Stocke & Co. Inc. of Rochester, Minnesota 603,700. Standard Construction Company, Inc. of Minneapolis, Minn. 618,894. Lovering Construction Company of St. Paul, Minnesota 639,900. Johnson Drake & Piper Inc. of Minneapolis, Minnesota 612,737. Mechanical Construction - Rochester.Municipal Airport Kirckof Plumbing & Heating Co. of Rochester, Minnesota $ 240,600. H. Dornack & Sons of Rochester, Minnesota 246,500. Maass Plumbing & Heating Co. of Rochester, Minnesota 267,532. The.Sanitary Company of Rochester, Minnesota 253,342. Adair Electric of Rochester, Minnesota 49,645.40 The applications of Giuditta Eischen for 'on" and "off" sale non -intoxicating malt liquors licenses at 119 North Broadway and the applications Ora H. Harris for 'on" and 'off" sale non - intoxicating malt liquor licenses at 323 First Avenue Southwest which had been referred to the City Security Committee on April 6, 1959 were again presented. Also the application of Everett J. Meyers for transfer of liquor license 'off sale" No. 5 from Chris Margellos at 312 South Broadway, which had been transferred to the City Security Committee on April 6, 1959 was again presented. The recommendation of the City Security Committee that the application of Ora H. Harris for an 'on sale" non -intoxicating and an 'off sale" non intoxicating liquor license at 323 First Avenue S. W. be granted; and that the application of Giuditta Eischen for an 'on sale" non intoxicating and an 'off sale" non intoxicating liquor license at 119 North Broadway be granted was read. The City Security Committee further recommended that the request of Everett J. Meyers to transfer the 'off sale" intoxicating liquor license, now held by Christ Margellos at 312 South Broadway be granted. A motion was then made by Wilkus that the licenses be granted to Giuditta Eischen and Ora H. Harris as recommended and that the transfer of 'off sale" intoxicat liquor license to Everett J. Meyers be granted. McGuckin seconded the motion and all voted in favor theteot. 1 u 82 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., 'April 15, 1959 • The license bond of Meyers Liquors, Inc. in the amount of $1,000.00 with the American Surety Company of New York as surety was read and upon motion by Wilkus, second by McGuckin, the bond was approved, the surety thereon accepted and the same was ordered placed on file. A motion was then made -by Tingley that after the Airport Commission has tabulated the bids received for the construction work at the new Municipal Airport, that the City Clerk be authorized to return certified checks,except the certified checks of the two -low bidders on each project. Morris seconded the motion and all voted in favor thereof. A motion was then made Hanlon that the'Council consider two items other than listed on the call. Haas seconded the motion and upon roll call all voted in favor thereof. • An Ordinance providing for the formation and government of the Fire Department of the City of Rochester, Minnesota was given its first reading. (This ordinance provides that the Fire Department shall consist of 72 members; one Chief, three Assistant Chiefs, twelve Captains, one Superintendent of Motor Equipment, one Superintendent of Alarms, two Inspectors, eighteen Motor Operators and thirty four Firemen). Upon motion by Wilkus, second by McGuckin, and upon roll call and all voting in favor thereof, the rules were suspended and the ordim nce was given its second reading. Upon motion by Tingley, second by Wilkus, and upon roll'call and all voting in favor thereof, the rules were suspended and the ordinance was given its third and final reading. A motion was then made by Haas that the said ordinance be adopted as read. Hanlon seconded the motion and all voting in favor thereof, President Kamm declared the said Ordinance duly passed and adopted. A motion was then made by Wilkus that the rules be suspended and an`Ordinance establishing a Recreation.Board for the City of Rochester, providing for the composition and setting forth the powers and duties of the Board" be given its second reading. Upon motion by Haas, second,by Morris, the meeting was adjourned. 411A d/ Cit# Clerk
