President Kamm called the meeting to order at 4:30 o'clock P. M., the following members being present: Hanlon. President Kamm, Aldermen Haas, McGuckin, Morris, Tingley, Wilkus. Absent: The call of the special meeting was read and President Kamm ordered the same placed onl file, the said meeting having been called for the purpose of (1) accepting the recommendation of the Airport Commission on letting of bids and (2) study of day light saving time program. A letter from R. V. Ehrick, City Attorney, in response to the inquiry as to whether the Common Council has the authority to adopt a resolution establishing daylight savings time for the City of Rochester was read and ordered placed on file. Also a letter from James V. Moon, Superintendent of Schools, requesting that the Council consider daylight saving time; stating that they had been making an effort to get all athletic programs out of school time and through later afternoon and Saturday scheduling they had arranged all of their spring sports so that athletes can remain in their classrooms throughout the entire day and if Rochester does not have daylight saving time their plan will not work and they will have to take some school time in order to finish the various events before dark, was read and ordered placed on file. Mr. Willard Lampman of KROC-TV was present and urged that the Council take some action to establish daylight saving time, stating that the TV station would have to go on daylight saving time even if the City did not and this would cause much confusion and a great loss of revenue to the station. Mr. Roy Watson, Jr. of the Chamber of Commerce stated that they had taken a poml of their members and found 563 in favor.of and 62 against; he also stated that they had taken a poll of the employees at the Kahler corporation and 557 had voted in favor and 159 against,,so urged that the Council establish daylight saving time in this area if possible. Mr. Clarence Fffzzell, Manager of International Business Machines Corp., was also present and urged that the Council consider day- light. saving time, stating that they worked in cooperation with their other plants and other companies and they were all on daylight saving time. A representative of Braniff Airways was also present and urged the establishing of daylight saving time. There were about 35 people present who were in favor of the said daylight saving time. Alderman Wilkus then introduced the following resolution which was read: ° WHEREAS, the Common Council of the City of Rochester has been advised that the Legislature of the State of Minnesota on this date enacted a special law authorizing the County Board of Olmsted County or any city or village within Olmsted County to adopt Daylight Ravings Time, and WHEREAS, the Common Council has also been advised that the Governor will sign this act, and WHEREAS, in order for this special act to become law, it is necessary that the same be first approved by the County Board of Olmsted County, and WHEREAS, it is the opinion -and belief of the Members of the Common Council that citizens of the City of Rochester overwhelmingly favor the adoption of Daylight Saving Time for.the city or county. NOW THEREFORE, be it resolved by the Common Council of the City of Rochester, that the County Board of Olmsted County is hereby respectfully, requested and urged to approve the specia;V-act authorizing Daylight Saving Time for Olmsted.County or cities,.or villages therein=as; soon -as the same .is approved by the Governor of Minnesota. . V. Ehrick, City Attorney, then read a resolution introduced by Wilkus accepting the bids of Kraus -Anderson, Inc. for General Construction; Bernard A. Kirckof for Mechanical Work; Emil J. Nietz and Donald H. Nietz for Electrical Work; and Emil J. Nietz and Donald H. Nietz for Field and Run -way Lighting at the Rochester (new) Municipal Airport. The following recommendation submitted by the Airport Commission was then read: "Honorable Members, Common Council City of Rochester Rochester., Minnesota • Gentlemen: The Airport Commission has considered the bids received for General Construction, Mechanical Work, Electrical Work and Field Lighting for the Weather Bureau Building, Maintenance Control Cab Building, Terminal Building, Field and Runway Lighting to be constructed at the New Rochester Municipal Airport including the bids on the various alternates and, recommends that the Common Council accept the base bids and alternates as set forth in the attached resolution, which has been prepared for your adoption. The State of Minnesota dnd the Federal Government will participate in all of the alternates recommended, except as follows: (A) With respect to General Construction, T Alternate #1 (Concourse Extension), Vie Federal Government will participate, but the State Government will not. The estimated cost of this alternate is $26,700. plus 10% for fees and contingencies. (B)'Rith respect to General Construction, Alternates ! 3, part 1 (Structural Framing of Terminal Mezzanine), T3 part 2, (Terminal Mezzanine Finishing, and Electrical Alternate T3) Electrical Work on Terminal Mezzanine Finishing, neither the State nor the Federal Government will participate. The estimated cost of these alternates is as follows: G. C. - T3 part 1 - $3830000 G. C. - T3 part 2 - $20,800.00 Electrical T3 - $3240; plus 10% of each figure for fees and contingencies. (C) With respect to Electrical Work, Alternate T9 (Flood Lighting on Street Side), neither the State nor the Federal.Government will participate. The estimated cost of this alternate is: G. C. - T9 - $882.00, plus 10% for fees and contingencies. (D) With respect to Mechanical, Alternate T8, (General Airconditioning) and Electrical Alternate T8 (QenerAl Airconditioning), the Federal Government will participate, but the State Government will not participate. The cost of this _ Alternate is $12,000 plus 10% for fees and contingencies. The Airport Commission makes no recommendation at this time concerning General Construction, Alternate T3, Part 2 and Electrical Alternate T3, both of which involve the finishing of the mezzaine in the Terminal Building. The Commission feels that it would be desirable to include these alternates in the project, but in as much as neither the State nor the Federal Government will participate in these Alternates, and in as much as the total cost including fees and contingencies is estimated to be approximately $26,500, to • be paid entirely from local funds. The Commission felt the decision on these Alternates should be made by the Common Council and will be presented at the Council Meeting for a discussion of advisability to:accept these Alternates. Respectfully, /s Fred W. Schuster, Chairman Airport Commission" Mr. Schuster was present and reviewed the financial tabulation of the Rochester Airport to date. He said the estimated grand total would be $3,448,040.00 of which $1,666,974.00 would be F. A. A. participation; $1,666,974.00 State participation and $781,227.00 would be the City's &are and if the Council approved the mezzainine floor finish ($26,500.00) the City'sshare would be $807,677.00. He said they had figured very conservatively and felt with the income from the Cale of buildings and rent and sale of land the City would come pretty close on their original levy of 3 mills for 3 years. But he said they did not want to go ahead with the mezzaine floor finish without approval'of the Council because there was a possibility that the Council would •
